Position Description:

CSPD is currently seeking a Chief of Party for an anticipated USAID-funded program in Ethiopia to provide tools of peace building and accountable governance to increase the peace building ability and resiliency of households, communities, and governing institutions.

The Chief of Party will be the project’s senior supervisor in Ethiopia and will oversee all aspects of program performance, both technical and managerial. Under the supervision of the Country Director, the COP will serve as the project’s principal contact point for USAID, and will also be the project’s main contact for political stakeholders, civil society, and program implementing partners. The COP will supervise all local staff and consultants. S/he will have overall responsibility for ensuring that procedures are established and adhered to for activity development, implementation, monitoring, evaluation, procurement, budgeting, and financial accounting. S/he will provide overall supervision of implementing partners, ensuring timely progress against schedules, achievement of deliverables, and quality of results.

Minimum Requirements:

  • Master's degree in international affairs, political science, conflict resolution, international development, or a related field;
  • Demonstrated experience in multi-sector project management and implementation, leadership, and decision-making skills;
  • 8+ years of senior level experience designing, managing, and implementing large, complex development projects preferably in Ethiopia, East Africa, or similar contexts;
  • Experience managing USAID projects with sub-grants components highly preferred;
  • At least 5 years senior level experience in coordinating development efforts in peacebuilding, collaborative governance, organizational capacity building, and/or mitigating conflict and increasing resilience related to land/natural resource management, livelihoods, and climate change ;

Minimum Requirements:

MS/MA /MPH with 5-7 Years relevant experience, Degree in biological science or laboratory sciences within a clinical or diagnostic discipline or Higher National Diploma in Medical Laboratory Technology with 7-9 years relevant experience, at least five (5) years related work experience within a clinical or research laboratory including experience with laboratory audit, quality control and quality assurance systems and implementation. Proven ability and aptitude to conduct detailed laboratory audits and to perform quality assurance assessments against accepted national and international standards and GCLP requirements. Demonstrated excellent written and oral communication skills. Experience with conducting US government-contracted GCLP audits is desirable. Chief of Party | Yangon, Myanmar

The Chief of Party (COP) is responsible for the overall coordination and management of a large donor-based project or multiple smaller projects. The COP is responsible for meeting the project’s technical objectives, managing financial resources, managing program staff, managing partnering agreements, maintaining good working relationships with host government officials and local partners, managing donor reporting and ensuring a high-quality delivery of services.

Specific Duties:

• Overall planning, management and leadership of project activities

Project Director, Vietnam - Leadership, Management and Governance - Technical Support Project

MSH seeks a Project Director to lead a small team to provide strategic leadership and management to the implementation of the new Leadership, Management and Governance (LMG) Project in Vietnam. The Project Director is accountable for project deliverables and results, and has full accountability and authority for the development, execution, and monitoring of the project, including (1) vision and technical strategy; (2) project results and management; (3) client(s) and stakeholder(s) relationships; (4) documentation and communication; (5) strategic partnerships and cost share leverage; and (6) coordination and synergy with other MSH projects. This position is aimed at providing strategic leadership, vision, and rapid start-up with early results in the first year of the project.

Funded through the United States Agency for International Development (USAID), the Leadership, Management and Governance (LMG) Project supports country health systems strengthening by addressing the gap in leadership, management and governance capacity of policy makers, health care providers and program managers to implement quality health services at all levels of the health system. In Vietnam, the project is known as the Leadership, Management and Governance - Transition Support Project (LMG-TSP). The objective of LMG-TSP is to build capacity and assist the Government of Vietnam in transition-related policy, planning and coordination in support of a sustainable, country-owned HIV/AIDS response at national and provincial levels.

Ideal candidates will possess strong skills in the areas of governance, health financing, or human resources for health; have an in-depth understanding of the Vietnamese healthcare system; and the ability to collaborate with many partners including implementing agencies and government officials. The candidate should be familiar with the United States President’s Emergency Plan for AIDS Relief (PEPFAR) and HIV/AIDS service delivery programs in Vietnam, including the existing structure of technical assistance, technical working groups, and familiarity with the partners leading the work in key domains of the transition. Good knowledge of the expectations and demands of USAID and other international donor agencies will be an added advantage. Specific Responsibilities

Vision and Technical Strategy

Qualifications

  1. A minimum of a master’s level degree in business administration, public health, public policy or other related field or equivalent experience.

  2. Ten plus (10+) years of progressively responsible, related experience in Vietnam is required.

  3. Strong understanding of the Vietnam public sector.

  4. Demonstrated technical depth in at least one of the following health system areas: Governance, Health Financing, and/or Human Resources for Health.

  5. Familiarity with PEPFAR and HIV/AIDS service delivery programs.

Food Security and Livelihoods Project Manager , Côte d'Ivoire

NRC has been present in Côte d’Ivoire since 2006 and has provided assistance to IDPs, returnees and host communities within the following sectors: Education, Information, Counselling and Legal Assistance (ICLA), Shelter, Food Security (FS), WASH, and Protection Monitoring. The 2010-2011 post-electoral crisis led to massive displacement across Côte d’Ivoire, and to neighbouring countries. Although the majority of IDPs/refugees have returned, there are still about 85,000 IDPs of which the majority is displaced in the West, and more than 67,000 Ivoirian refugees in Liberia, according to OCHA. The security situation in the West remains volatile in certain zones. Those who return face enormous challenges in covering their basic needs and restarting their livelihoods (primarily agriculture). The strong presence of NRC in Liberia also gives a unique opportunity for NRC to engage in cross-border programming.

In June 2012, NRC CI began the second phase of an ECHO-funded food security and livelihoods project. This project is providing innovative cash transfers, seeds and tools, and technical assistance to vulnerable families, while strengthening social cohesion. NRC will develop a third phase of the project in the coming months.

NRC CI has five international staff and approximately 100 national staff. The country office is in Abidjan, with field offices in Duékoué and Blolequin in the West. The Food Security team is composed of 23 staff. The Food Security and Livelihoods Project Manager will report directly to the Country Director.

Information/ Reporting ■Ensure reporting for the program and all the projects reporting for FS ■Communicate, exchange information and co-operate with relevant external actors ■Contribute to the development of NRC’s country strategy, action plan and activities plan and priorities for the FS core competency ■Prepare donor reports

Personnel ■Technical and personnel management of the staff in the FS program ■Assess needs and ensure delivery of capacity building activities for the FS staff Act as a conduit of knowledge of good practice from the global level to all levels of staff at NRC Côte d’Ivoire

Program ■Development of all components of the FS program, including training, monitoring, and evaluation ■Contribute to transitional programs and policies while ensuring that humanitarian gaps in FS are addressed ■Explore and develop with other innovative ways to implement cash transfer programming (CTP) within other core competencies ■Advocacy/protection work on key IDP, refugee and returnee issues, and on issues related to displacement and return ■Contribute substantially to fund raising initiatives ■Work through the Cluster system to assist in development of national and inter-organisational strategies for FS ■Ensure that FS programming respects the principle of Do No Harm and promotes social cohesion ■Participate and assist the CD in relevant meetings with the UN, authorities, and other actors both centrally and in all provinces of activity ■Represent NRC/ FS in relevant networks

Qualifications ■Masters degree or further in a relevant subject relating to food security and livelihoods ■3 or more years experience working in crisis/post-conflict situations ■3 or more years experience working on food security programming ■2 or more years experience with Cash Transfer Programming and market assessments ■Experience with IDP or refugee programming ■Experience in running workshops and training ■Experience with dispute resolution is an asset ■Significant understanding of complex emergencies and crisis contexts ■Political and cultural awareness and experience of working where insecurity is a major issue ■Significant understanding of protection and social cohesion issues in post-conflict environments ■Proven communication, interpersonal, representation, negotiation and leadership skills ■Flexibility and resourcefulness ■Fluency in the French and English language, written and verbally ■Computer skills ■Proven skills and experience in proposal and report writing ■Holder of a valid international driver’s licence ■Strong organisational and logistic skills – ability to work with little infrastructure and difficult conditions

Senior Relief Coordinator -- Location: Cyprus

To serve in the Global Rapid Response team, for deployment, to a large-scale emergency anywhere in the world where World Vision responds directly. The Senior Relief Coordinator is a specialist who can be deployed to an emergency site within 24 to 72 hours.
The Senior Relief Coordinator is responsible for leading the response team and building relationships with key stakeholders (government, UN, donors and Non Governmental Organizations (NGOs) for the critical duration of the response - up to three months.
During periods of non-crisis management, the Senior Relief Coordinator engages Capacity building for Responses, specifically in the Region based in. Participate in improvements to Response implementation and can engage in relevant research and writing as necessary... He/she will also have management responsibilities for some of the Global Rapid Response Team members. Provide primary liaison with Regional HEA Director for GRRT



KEY RESPONSIBILITIES:

    MAJOR EMERGENCY PROGRAM RESPONSIBILITIES
  • Manage large scale emergency response as member of response team or the team leader.
  • Serve as team leader when requested in pre-crisis assessments to prepare assessment reports.
  • Ensure response program complies with WV and International standards (HEA, LEAP etc).
  • Act upon and follow-through on preparedness planning phases.
  • Where neither early warning nor pre-positioning has taken place, immediately lead out in the preparation of a series of response levels.
  • Formulate immediate action steps to engage partnership stakeholders in clear, relevant and appropriate actions.(this is part of managing)
  • Define plans for program and budget design and recruitment needs.
  • Build relations with donors, local government, INGO’s and local NGO’s working within the UN cluster system
  • Assure that the process of identifying and documenting lessons learned continues through out the program. And assure that lessons learned reports are gathered, analyzed and fed into the partnership.
  • Build mechanisms for lessons learned and ongoing documentation of best practice and innovation into project plans and budgets.
  • Assure that Do No Harm, Local Capacities for Peace framework, SPHERE and Child Protection policies and other international humanitarian standards are used in all design and management of relief response and disaster mitigation activities.
  • Develop and implement mentoring and skills transfer efforts.
  • Serve on the Humanitarian Emergency Affairs (HEA) Relief Forum whenever it meets and as time or the situation allows.
  • Attend and participate in chapel and devotional meetings.

    MAJOR PREPAREDNESS

    While not responding in emergency operations the Senior Relief Coordinator will be engaged in the following:
  • Management responsibilities for some of the Global Rapid Response Team members.
  • Developing materials and carry out emergency response capacity building, incorporating internal and external humanitarian standards.
  • Provide capacity building and mentoring for national, regional program staff, ensuring external humanitarian standards and internal standards awareness are incorporated.
  • Engage in the development of strategies and proposals, and recommend response measures and structures in order to mobilize WV to developing emergencies.
  • Serve as primary liaison with regional HEA function.
  • Early Warning, emergency program and security assessments
  • Engage and stay involved in International Humanitarian Aid and International Humanitarian Rights standards and initiatives.
  • Analyze, apply and research documentation of lessons learned and best practice for emergency response.
  • Lead and/or participate in Lessons Learned events and initiatives.
  • Develop and maintain strategic alliances with donors, governments, INGO’s and UN agencies.
  • Attending Regional Forums and educating senior leadership on HEA, policies and transitions, integrating measures and best practice for emergency response.
  • Serve on the Level 2 and 3 Executive Teams when appointed.
  • Contribute to HEA strategy Globally and Regionally as appropriate.
  • Be available to serve in the further implementation of HEA strategies as defined by such documents, meetings, and other gatherings.


KNOWLEDGE, SKILLS & ABILITIES:
      REQUIRED:
    • Must have a degree or equivalent in Social Sciences or related field.
    • University degree in the social sciences, management or other related field.
    • 5 to 10 years emergency and development programming experience.
    • 5 years of senior management experience, preferably in an international relief situation.
    • Flexible worldview, emotional maturity, and physical stamina.
    • Ability to live an exemplary lifestyle as interpreted in specific or local contexts.
    • High level of understanding in emergency response administration, program response, program design and project writing.
    • High level of diplomacy skills
    • Strong knowledge in computer applications including word processing and spreadsheets.
    • Ability to work with a reasonably level of comfort in high tension and high security risk situations.
    • Ability to adjust to harsh living conditions.
    • Must be able and willing to travel 50% of the time.

      PREFERRED:
    • Mature Christian who models Christian Leadership in dealings with others.
