Contracts & Grants Administrator United States

Position Summary

Futures Group operates under government contracts, assistance agreements, and foundation grants in prime and sub roles. Operation often includes issuing subcontract, sub-assistance, grant, consultant agreements and letter agreements to implementing partners across the globe. The Contracts & Grants Administrator is responsible for development, negotiation/review, and records management for various contractual agreements. This position supports all contract matters for the Program Directors and/or Chiefs of Party; serving as the liaison to contracting officials in both client and partner organizations. He or she is also responsible to monitor modifications on the contracts and grants and ensure newer regulations are passed down to the partner organizations as required.

Key Responsibilities

  • Review and negotiate new funding agreements, and assure compliance with agreements to include but not limited to: Contracts, Grants, Cooperative Agreements, and Task Orders.Support generally covers the full agreement life-cycle – program award through close-out.
  • When assigned, act as Contracts department’s representative on Business Development team.Support to proposal development including analyzing the RFAs/RFPs, preparation and review of teaming agreements, representation and certifications, small business plans, past performance documentation and cost sharing plans.
  • Develop new templates for subcontracts or sub agreements for new awards
  • Create brief compliance profiles for new and ongoing projects for reference and guidance of Program Directors and Program Operations staff, and update them as necessary.
  • Ensures all agreements are properly posted on the Contracts SharePoint page.
  • Review all the consultant agreements, letter agreements, etc. required for the projects.
  • Monitor and ensure compliance with Federal Acquisitions Regulations (FAR), AIDAR, and other government regulations.
  • Participate in internal program reviews and monthly meetings with Program Director and/or Chief of Party for supporting any outstanding compliance issues in the projects and take action on them.
  • Refinement of policy and business process related to contracts and agreements, as well as the administration of contractual document templates.
  • Manage and/or strengthen project start-ups and close-outs in collaboration with the Sr. Contracts and Compliance Officer; develop subcontract/sub grant templates for specific contracts and cooperative agreements, update them with regulatory modifications received from Client and Donors.

Qualifications

  • Bachelor’s Degree plus 5 to 10 years’ experience in government contracting, including support to or working with at least one of the following organizations: US Centers for Disease Control and Prevention, US Agency for International Development. UK Dept. for International Development and European Union Development Programs and other Foundations is a plus.
  • Practical certifications and demonstrated training desirable (e.g. CFCM, NCMA, InsideNGO)
  • Language: English required, other languages desirable
  • Technical/Training Qualifications Required:
    • Demonstrated experience applying FAR , AIDAR and CFR
    • Contract negotiating skills
    • Strong written and verbal communication skills
    • Ability to function in a highly fast paced environment
    • MS Office productivity tools (e.g. Word, Excel. Powerpoint)
    • Demonstrated experience in developing compliance systems and training curriculum and delivery.
  • Technical/Training Qualifications Preferred:
    • Developing and delivering contract/grant training programs
    • DFID and EU contract terms
    • Small business contracting plans and grants program management
    • MS SharePoint
