- Supervise day-to-day operational field presence, including office space, equipment, vehicles, and facilities; and administration, logistics, personnel, procurement, budgeting, financial accounting, and property management
- Manage the field office in Tripoli with the chief of party, and provide operational and compliance oversight of the Benghazi field office (managed by a regional program manager)
- Provide procurement compliance oversight for operations and the grants management units
- Supervise finance and administrative staff, handling human resource issues to ensure that program staff are properly vetted and screened before hiring, and are appropriately trained
- Make financial projections
- Monitor grant disbursements, cash flow for activities, and estimates for pipelines and forecasts
- Ensure that procurement choices are reasonable, fair, expeditious, appropriate, and in accordance with USAID and internal regulations
- Supervise daily financial operations, including cash flow management, time sheet recording, and reporting to USAID/OTI on financial aspects of the program
- Monitor obligations, budgets, and expenditures
- Oversee all local recruitment
- Provide oversight and guidance to the local operations coordinator and fleet and facilities manager
- Provide new staff with project orientation
Qualifications:
- Bachelor's degree in a relevant field required
- Minimum three years of relevant work experience, including experience managing an office or program for a contractor or international NGO managing an office or program
- Compliance and grants experience highly preferred
- Supervisory experience; experience managing and building local staff capacity a plus
- Experience working rapidly in complex environments
- Experience with USAID/OTI policies, procedures, and systems preferable
- Ability and willingness to travel within Libya required
- Experience working in the Middle East or North Africa is preferred
- Experience in post-conflict/conflict/security environments preferred
- Demonstrated leadership, versatility, and integrity
- Fluent English required; proficient Arabic preferred
