Field of activity

GIZ International Services is implementing the World Bank financed “Second Public Financial Management Reform Project” in Kabul/ Afghanistan.

The Islamic Republic of Afghanistan IRA is carrying out a program of reforms of government financial management in the Ministry of Finance (MOF) which is still evolving and includes improvements in processes of procurement, financial transactions, recording, accounting, and reporting, as well as budget and expenditure management. This is complemented by programs to improve the operations of the Treasury of MOF and improve financial management functions across government.

The project goal is to assist the Treasury Department to continue to improve underlying business procedures and use of information technology assets while maintaining benchmark performance standards and to assist the Treasury to build the financial management skills of civil servants and capacity of financial management systems across government.

GIZ aims to assist MOF to build capacity and attain higher levels of efficiency in budget execution and financial reporting.
These objectives will be met through the implementation of the following components
A. Treasury Operations Support
B. Treasury Advisory Services
C. Financial Management Human Capacity Development
D. Financial Management Systems Development

Your tasks

You are member of a team. Under guidance and in close consultation with the Team Leader, you will contribute to the successful implementation of the components and the corresponding activities listed, which comprise, but are not limited to:
1. Develop accounting and periodic financial reporting arrangements meeting requirements of the government and donors.
a. Advise on improving the presentation of both in-year (monthly) financial statements and annual financial statements to better meet management needs and to be fully compliant with the requirements of the International Public Sector Accounting Standards (IPSAS) Financial Reporting under Cash Basis of Accounting Standards.
b. Explore the feasibility of creating a multi-purpose financial statement, including assessing steps activities required toward such statement. In particular, these are:
i. Recommendations for the format and compilation of a Multi-purpose Financial Statement to meet the requirements of multiple stakeholders;
ii. Timing for implementation (for the Central Government operations reporting boundary initially, with longer term expansion to cover General Government);
iii. Analysis of the influence of external factors on ability to change reporting and audit procedures (e.g. CAO, Line Ministries) and strategies to address these influences; and
iv. The Annual timeline and resources that would be required in the treasury department if the vision is to be achieved (which may include changes in the organizational structure).
2. Provide on the job training for counterpart local staff and other measures as per capacity building plan.

Your profile

• University Degree/ Qualifications in financial management/accounting.
• Minimum five years experience transaction processing.
• Experience with GFS reporting standards and budget management requirements.

Assignment period

As soon as possible for a period of 30 months.
