MANAGER OPERATIONS D.R. CONGO

War Child programme in the D.R. Congo
War Child’s DRC Programme aims to promote child rights and improve psychosocial development opportunities for vulnerable children in Eastern Congo. The programme focuses on increasing marginalized children’s attendance in formal and non-formal schools (literacy courses and vocational training) and community reintegration. A particular attention is paid to the problem of gender based violence and economic exploitation. Target groups are ex child soldiers and other vulnerable children and youth. War Child DRC relies on local organizations for the implementation of its programme and runs a programme of strengthening of local capacities. We work in synergy with local and international organizations and governmental institutions.

War Child Programme Area (WPA) D.R. Congo will support options for collaboration and exchange with War Child offices in Uganda and Burundi.

The challenge

Ensures that the Operation is set up and running effectively and efficiently to enable programme staff and other stakeholders to carry out the War Child Programme. The Manager Operations (MO) sees to transparent and reliable processes and generates management information for the stakeholders. The MO directly manages 3 national staff members: the Logistic Coordinator, the Finance Officer and the Administrator. The MO reports to the Country Director (CD).

Main tasks and responsibilities

1. Financial Management & Administration
• Advises and supports the CD in maintaining efficient financial control (of cash flows, local payment, etc) accountability standards, procedures and records;
• Ensures financial management policy and guidelines are developed and adhered to;
• Preparation of budgets, financial management and financial management information for stakeholders (CD and HQ);
• Enhances the planning & control cycle within the operation in line with head offices guidelines;
• Ensures accurate, timely and correct bookkeeping;
• Reports the relevant developments on finance administration in the field to the support department at HQ;
• Is involved in proposal development for donors to ensure proper reporting;
• Manages money transfers and bank relations;
• Plays a crucial role in Risk management;
• Uses the software and formats as determined by HQ;

2. Human Resource Administration and Policy
• Analyses HR requirements based on organizational needs;
• Advises CD and other managers on organizational development and personnel related issues;
• Ensures that the National Staff HRM policies (HRM instruments and systems) are in place and adhered to;
• Ensures proper HR administration;
• Ensures that HR (administrative) policies and practises are in line with local legislation;

3. Logistics, security and Information & Communication Technology
• The MO oversees logistics, security and ICT;
• Establishes security measures and reports to the CD;

4. Capacity building staff & local partners
• Build capacity of the support staff in the country office through on-the-job training as well as trainings and workshops;
• Indicates training needs and advices managers on possible trainings for the support staff;
• Build capacity of local partners in finance/HR/admin/logistics processes;

5. Management of staff
• Manages the finance, logistics (including ICT) and HR support staff at the country office and provides technical supervision to support staff in the different field locations;
• Manages his/her staff by guiding, coaching, instructing and motivating;

6. Overall
• Advises the Country Director on the above subjects;
• Reports relevant developments on Finance, HR, Logistics and ICT in the field to the support departments at Head Office.

Profile

• Knowledge of financial administration (minimum BSc level), logistic management and procedures (including maintenance), IT (computer, network, communication means) and HR-administration;
• A minimum of 3 years of relevant experience in a management position within an international (NGO) environment, preferably within the field in a developing country and/or (post) conflict area;
• Experience in HR administration and the development of HR policies;
• Experience of working with automated accounting systems, SAGE experience is an added value;
• Experience living and working in complex security contexts;
• Proactive search for and utilize organizational resources;
• Planning and organizational capabilities;
• Capability to decide in tactical and operational issues;
• Team player and hands-on mentality;
• Result focused and cost-conscious;
• Required: fluency in French and English (verbal and written).
