2. Sheikh Zahid 200-bed Ob/Gyn Hospital – Kabul, Afghanistan

Hospital Services Feasibility Study

The Government of Islamic Republic of Afghanistan (GIRoA), Ministry of Public Health, (MoPH) is implementing the Public Private Partnerships Program for a number of government hospitals across Afghanistan. The feasibility studies are to be financed and supported by Futures Group

International through a United Stated Agency for International Development (USAID) Cooperative Agreement (AID-OAA-A-10-00067). MoPH is the agency entrusted with the implementation of this PPP Project.

With the purpose of further modernizing and developing the quality of the health care system by improving the quality of the services provided and increasing efficiency by eliminating duplication of services, the MoPH requires a review of the existing Mohammad Ali Jenah 400-bed General Hospital and Sheikh Zahid 200-bed Ob/Gyn Hospital development facility. This process will result in the development of the referenced hospitals master development plans including estimations of supply and demand for services, and most importantly the financial projections for the term of the lease. These two documents plus other items listed in the proposed contents (Annex A) will constitute the major areas of the Feasibility Studies, as well as set up the type and extent of services to be provided and the needed personnel, space, and medical equipment to deliver the services. If any refurbishments are foreseen then the costs of implementing the refurbishments will be provided.

The MoPH now invites eligible consultants or firms to indicate their interest in providing the mentioned services. Interested consultants or firms must provide information indicating that they are qualified to perform the services e.g. brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills among staff, etc. by filling out a Pre-qualification Questionnaire. Experience of the Consultant/Firm’s team shall include at least the following areas of professional experience and staff skills:

  • Analysis, modeling and planning of the health services as well as the hospital health care

Services;

  • Hospital human resource development and management;
  • Capital investments planning in the hospital sector;
  • Functional and organizational planning of secondary/tertiary health care facilities;
  • Structural and medical equipment planning for secondary/tertiary health care facilities.

Consultants/firms may associate to enhance their qualifications.
