Futures Group Policy Analyst in Jordan

The Health Policy Project (HPP), implemented by Futures Group International and its partners and funded byUSAID, is a five-year project which has a primary emphasis on supporting national-level awareness raising, resource mobilization, and policy reform to improve quality and expand access to Family Planning/Reproductive Health (FP/RH) services in Jordan. HPP supports the Higher Population Council (HPC), Ministry of Health (MOH), and other key stakeholders to create an enabling environment for FP/RH through improved multi-sectoral engagement and coordination, data use, and policy reform.

HPP is seeking to hire a full time Policy Analyst to work with HPC, MOH and other relevant stakeholders to identify and address FP/RH policy barriers affecting the expansion and improvement of FP/RH program and provide ongoing analytical and technical support.

Key Responsibilities

  • Support the process of policy development, implementation, operation and track policy implementation on a regular basis to improve quality of FP/RH services
  • Work with HPC, MOH and other stakeholders to translate FP/RH related policies into actions
  • Build the capacity of HPC and other partners in policy analysis and advocacy for FP/RH, determine stakeholders who are affecting and/or affected by these issues and analyze their perceptions and role, formulate required policy, advocate for adopting developed policy and engage government officials in policy dialogue
  • Prepare reports, compelling evidence-based tools, briefs and materials for advocacy and policy dialogue of varying lengths and varied audiences summarizing developments and recommendations for key persons.
  • Identify opportunities and make recommendations on how to inform and engage policymakers on key issues of interest
  • Review and analyze relevant documents, laws, regulations to develop papers and reports, and analyze them to ensure consistency with environment
  • Manage a multi-sectoral policy development working group that reviews and approves policies
  • Identify and manage the work of external consultants to help with policy/advocacy development
  • Participate in regular team meetings with policy officers, program officers and advocacy representatives at HPC, MOH, and other stakeholders
  • Provide technical assistance, capacity-building and knowledge transfer
  • Other tasks as required

Qualifications

  • Master’s Degree in Health Policy, Public Health or related field
  • A minimum of 10 years’ experience in health and/or socio-economic or any related fields
  • A theoretical and practical understanding of health policies, players and resources
  • Quantitative and qualitative research techniques to be able to carry out own original study in health policy
  • The ability to critique existing and emerging health policy on the basis of evidence and knowledge
  • Strong analytical skills and background in goal-driven project implementation
  • Experience working in the health sector mainly FP/RH
  • Highly proficient in written and spoken English as well as Arabic
  • Prior experience with USAID funded programs
  • A high level of cooperation and coordination is required to link the policy work to public affairs and FP/RH program
  • Local candidates strongly preferred
