Timor Leste – Vocational Training Specialist

BACKGROUND

On 18 January 2012, the Timor Leste Council of Ministers passed a resolution on a new mechanism to accelerate development in all sucos across the country. This mechanism will empower village communities to be directly involved in their own development through planning, construction and management of their own infrastructure. This mechanism will accelerate the development of infrastructure facilities at the village level as well as providing additional jobs and opportunities to rural communities. The mechanism will be known as the National Program for Suco Development or Programa Nasional Dezenvolvimentu ba Sucos (PNDS).

The Government of Timor-Leste (GoTL) has established an Inter-Ministerial Steering Committee jointly led by the Minister of State Administration and Territorial Management (MAEOT) and the Minister of Finance to coordinate, monitor and evaluate the implementation of the PNDS, and a Technical Working Group (TWG) consisting of relevant line ministries. A Secretariat has been established in MAEOT to develop a detailed design for the program and undertake initial preparatory work for program implementation, such training and recruitment of program staff, comprising field engineers, community facilitators and book keepers.

The Technical Working Group with assistance from a range of technical specialists is currently developing a Program Operations Manual for PNDS and developing a training system to prepare PNDS field staff for program implementation in early 2013. Small teams of technical experts in the fields of civil engineering, financial management and community mobilization have been engaged to begin work on curriculum development for the three categories of PNDS facilitators to be trained. Some have experience in training, but their core expertise is in their respective technical fields. In order to ensure that the training packages developed are competency based, and sufficiently practically-oriented to produce graduates ready to mobilize to field positions, the teams will require systematic inputs and advice on pedagogy from a vocational training specialist.

Key Responsibilities:

The Key responsibilities for this position are:

  • Liaise with the Government of Timor Leste’s vocational education authority (INDIMO) to understand its requirements and standards for certification, in order to ensure alignment of all PNDS training packages;
  • Work with the three curriculum development teams (engineering, financial management and community mobilization facilitation) to ensure that all training packages are “competency-based”, i.e. that they emphasize workplace application of knowledge and skills rather than simply transmitting knowledge. This may include:
    • Ensuring the materials are geared towards engaging learners; are highly interactive and practically-oriented;
    • Support in developing trainer guides;
    • Providing advice on assessment guidelines and assessment tools;
    • Devising and implementing ‘pilot tests’ of key modules, time permitting; and
    • Assistance developing and delivering a “training of trainers” module following the completion of the technical training modules.
  • Monitoring the delivery of the training, providing ongoing advice and support to the teams of trainers on teaching methods in particular, and providing inputs on more interactive, participatory methods, suitable for adult training, through:
  • Providing ongoing coaching to the technical training teams during implementation, including by seeking feedback from students and joint preparation of lesson plans;
  • Helping to make any necessary adjustments to the training materials;
  • Leading the development and delivery of modules on community training, to prepare the field facilitators to deliver training to village implementation teams, as well as teaching appropriate training methods to the students, for their subsequent training of community teams.

Selection Criteria

  • An advanced degree in a relevant field, preferably with a specialization in vocational training or adult education;
  • 10 years’ relevant experience in the field of vocational training or adult education, ideally in low-capacity environments in developing countries;
  • Experience developing and delivering training to field staff of rural development programs highly desirable;
  • Tetun and/or Indonesian language skills preferred.
