Cell Site Sharing Adviser - Timor-Leste

The Government of Timor-Leste seeks a Cell Site Sharing Adviser to support and mentor the new telecommunications regulator, the Autoridade Nacional de Communicações (ANC)

With a new Decree-law on telecommunications that requires cell site sharing between operators the Government of Timor-Leste, supported by AusAID and the World Bank, seeks a Cell Site Sharing adviser to develop and support the new regulator, the ANC, in its cell site sharing related functions. This ‘hands on’ role will help, in relation to cell site sharing, establish the organisation and credibility of the regulator; facilitate rapid network expansion in the newly liberalised environment; mentor the new ANC Board and develop skills of ANC staff.

The Cell Site Sharing Adviser will be one of a team of advisers supporting the ANC in all its statutory functions, including the making of regulatory measures, and in developing its human resource capacity.

REQUIRED EXPERIENCE

The Cell Site Sharing Adviser will be expected to have:

  • 10 years’ experience in cell site and tower management and must have demonstrated experience of actual cell site and tower sharing negotiations, ideally in emerging markets;
  • demonstrated experience of pricing cell site and tower sharing;
  • strong skills and experience relevant for resolving informal and formal disputes - ideally, having participated in mediation, arbitration and adjudication processes;
  • mentoring skills, to assist the ANC develop cell site sharing related skills; and
  • excellent writing and speaking skills in English and, ideally, Portuguese.

He or she should also:

  • be familiar with mobile telecommunications issues of developing countries; and
  • ideally have knowledge and experience of mobile tower and cell site issues in the South Pacific region, small island states and/or other developing countries.

REQUIRED CHARACTER ATTRIBUTES

The Cell Site Sharing Adviser will also be expected to have:

  • proven ability to lead, coach and develop a team;
  • demonstrated regulatory management & leadership competencies, ethical judgment, advanced communications skills, strong self-motivation & initiative; and
  • ability to contribute culturally & professionally to an emerging sector and developing nation.
