Public Sector Program Coordinator-Jordan

BACKGROUND

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement Youth: Work Jordan (YWJ) - a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. YWJ will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1)Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3)Expanded Civic Engagement of Youth; and 4) Policy Coordination.

JOB RESPONSIBILITIES

  • Under the supervision of the Public Sector Capacity Building Manager, coordinate and implement YWJ’s capacity building activities with various partner governmental ministries.
  • Monitor capacity building plans for ministerial partners to ensure transfer of knowledge, through site visits to central ministries and field directorates.
  • Support the development of scope of work, procurement and management of service providers and consultants engaged in YWJ ministerial activities; assist in the assessment of service providers to ensure program quality and relevance of training curricula, as well as to ensure the quality of trainers and delivery methodology.
  • Assist in the documentation of implementation progress, prepare appropriate contributions to quarterly reports and generate other technical reports as required.
  • Organize meetings for staff from ministerial partners and IYF, and document partner meeting minutes, following up through regular email and telephone correspondence as needed.
  • Assist in the documentation and data collection of indicators related to public sector capacity building related to YWJ’s Monitoring and Evaluation framework.
  • Coordinate the integration, organization and implementation of YWJ components, activities and events with the relevant technical, communication and M&E units.
  • Other duties as assigned.


SUPERVISOR
Supervised by Public Sector Capacity Building Manager.

QUALIFICATIONS

  • A Bachelor’s degree in a social science, Management, development or equivalent standard of education. Applicants with Civil Engineering degree are recommended to apply.
  • Academic training or specialized coursework in engineering or infrastructure management is preferred.
  • 1-5 years of experience in public sector development, infrastructure projects, and/or capacity building preferred.
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, health) preferred.
  • Experience in working with governmental bodies is preferred.
  • Experience in research, reporting and conducting surveys.
  • Experience with USAID programs and systems/regulations preferred.
  • Oral and written fluency in English and Arabic.
  • Strong interpersonal, communication and analytical skills.
  • Strong computer skills in MS Word, Excel and PowerPoint.
  • Ability to travel up to 30% of time within Jordan.
