Grants and Contracts Specialist-Jordan

With funding from the United States Agency for International Development (USAID), the International Youth Foundation (IYF) is working in partnership with the Jordanian Ministry of Social Development (MOSD) to design and implement Youth:Work Jordan (YWJ) - a five year holistic youth development program to improve social services and protection for vulnerable populations, with an overarching focus on youth employability and civic engagement. YWJ will achieve this goal through the delivery of comprehensive community based activities to meet the needs of disadvantaged youth between 5 and 24 years of age that fall under four components: 1)Increased Youth Access to Market-Driven Life, Employability, and Entrepreneurial Skills Training; 2) Provision of Youth Friendly Services; 3)Expanded Civic Engagement of Youth; and 4) Policy Coordination.

JOB RESPONSIBILITIES

  • Support all internal coordination activities related to grants administration, ensuring grantee compliance with IYF standards, policies and procedures as well ensuring governmental compliance and requirements; and providing assistance to Baltimore-based Operations team with grant agreement preparations, internal clearance procedures, financial monitoring and disbursements, serving as a liaison between program Jordan-based staff and Baltimore staff as needed.
  • Coordinate and monitor the financial management of grantees through regular weekly site visits providing technical and financial feedback to ensure systems and processes are in compliance with IYF and USAID guidelines.
  • Assist in training and capacity building efforts in coordination with the Capacity building Unit to include all grants and financial trainings within the CBOs master training and capacity building plan of grantees on IYF and USAID Policy and Procedures.
  • Maintain grants and contracts files, taking an active role in the monitoring of grants and contracts agreements and reviewing financial, VAT, Leverage, and Inventory reports to ensure compliance with USAID and IYF policies and procedures.
  • Maintain and run regular spot checks on grantees inventory.
  • Support the G&C Manager in reviewing grantees audit reviews and follow up with concerned parties within IYF Amman and Baltimore.
  • Assist the Grants & Contracts Manager with due diligence, reviewing governance and legal documents of potential grantee.
  • Coordination within the G&C unit and among the technical and capacity building unit in developing the capacity building plan with the support of the Grants & Contracts Manager in preparations and conducting capacity building workshops and ongoing technical assistance for program partners in the area of grants management and financial administration related to the YWJ program.
  • Maintain all systems related to Technical contracts management, serving as the liaison between the Technical and Finance teams to initiate and manage all technical contracts, working with Technical team to ensure timely delivery of contract deliverables, and timely payments and execution of amendments as needed.
  • Assist in the preparation of Requests for Proposals, Negotiation Memos, and other contracting materials as directed by the Grants & Contracts Manager.
  • Support G&C Manager in conducting spot checks with contractors to review their performance in line with their contract terms and share regular feedbacks and updates.
  • Coordinate receipt of reports and invoices from grantees & technical training contractors , ensuring that all agreement, technical training contracts requirements are received, approved and disbursements are requested and processed in a timely manner.
  • Assist and coordinate efforts within the G&C unit with the Grants & Contracts Manager in providing statistical information about grant making and contracting in the designated YWJ communities as requested on a quarterly, annual and ad hoc basis.
  • Provide regular compliance support to different IYF and YWJ technical units for smooth operation and implementation.
  • Oversee and provide support in conducting and following up on IYF FO monthly project financial meeting with the field Managers.

QUALIFICATIONS

  • A Bachelor’s degree in Finance, development or equivalent standard of education.
  • Academic training or specialized coursework in grant and contracts management preferred.
  • A minimum of 2 - 4 years of experience in grant making foundations or youth programs; experience with USAID-funded programs preferred.
  • Outstanding quantitative and qualitative analytical skills; requiring attention to detail, reliability, thoroughness and accuracy with numbers.
  • Proven organizational skills necessary to manage multiple responsibilities; sound judgment and the ability to establish priorities for effective time management.
  • Knowledge of/experience with programs that support youth employment and/or social services (e.g. education, health) preferred.
  • Strong interpersonal, communication and analytical skills.
  • Oral and written fluency in English and Arabic.
  • Strong computer skills in MS Word, Excel and PowerPoint.
  • Willingness to travel up to 50% of the time within Jordan.
