Team Leader India

Futures Group invites applications from qualified candidates for the position Team Leader for Institutional and Technical Support Project. The Team Leader is responsible to Futures Group India and in turn to EC India for the Academic, Technical and Managerial Leadership of the project, ensuring that it delivers its objectives to high standards, on time and on budget.

The Team Leader will have overall programmatic, management and financial responsibility for the project. Working closely with and managing the project personnel of technical experts and administrative professionals, he will ensure that project objectives, outcomes and deliverables are met and that financial, operational and reporting requirements of Futures Group and of EC India are adhered to in full. The Team Leader will be the primary liaison with EC India, with regard to this project, on behalf of Futures Group and the project team, as well as with the National Institute of Health and Family Welfare, the State Institutes of Health and Family Welfare, the Government of India more broadly and other stakeholders, as appropriate. This will include the project steering group, to be constituted in the inception phase. Location: New Delhi

Key Responsibilities

  1. Representation and Liaison
  • Representation and promotion of the project and the project team, as the Futures Group Team Leader;
  • Liaison with EC India officials with regard to all aspects of the project, providing the client with excellent service;
  • Liaison and the building and maintenance of effective working relationships with counterparts within the National Institute of Health and Family Welfare, the State Institutes of Health and Family Welfare, the broader GoI and other stakeholders, as appropriate;
  • Support to the establishment and good functioning of the project steering group;
  • Liaison with team members from throughout the Futures Group globally, including Futures Group Europe, Futures Group India Limited pvt. and Futures Group International, as required.
  1. Programme Operations
  • Assume overall responsibility for the effective implementation of the project and achievement of the project’s goals and objectives to a high standard, on time and within budget;
  • Assist and provide oversight to the core project team, other consultants and project administrative staff, in defining, planning, implementing and monitoring their work effectively;
  • Lead well managed consultative planning processes, with team members and stakeholders, at appropriate times within the project cycle, including the inception phase, and ensure meticulous documentation and communication of assigned roles, responsibilities, activities, resourcing and timelines agreed;
  • Assure the quality and timeliness of project technical documentation and other outputs;
  • Ensure the core project team, other consultants and project administrative staff document the progress of their work correctly;
  • Ensure that project operations, including, inter alia, office management, contracting, procurement, financial forecasting and reporting, timesheets / reporting of all (labour) time expended, and internal project review (IPR) are all undertaken in line with Futures’ Standard Operating procedures, processes and protocols, as well as complying with EC regulations where required.
  • Assume responsibility for contractual compliance and the management of risk within and surrounding the project and for ensuring that any concerns are discussed promptly with Futures Group.
  1. Reporting
  • Ensure that your Programme Manager and Programme Coordinator at Futures Group India remain up to date with the progress of the project against work plans and budgets and any issues of interest or constraints / issues of concern, at all times. Maintain close contact and make yourself routinely accessible to these team members by telephone and through email;
  • Ensure that the project fulfils all reporting requirements to EC India in full, to a high standard and in a timely fashion;
  • Ensure full compliance with the requirements and regulations of Futures Group, EC India, the Government of India and any procedures and protocols that you may put in place to assist the good governance and management of the project throughout;
  1. Human Resource Management
  • Assume overall responsibility for ensuring an effective, professional and coordinated team culture and management style, including with regard to external relations and liaison;
  • Undertake final selection and management of project administrative personnel;
  • Lead, guide, mentor and manage the performance of project team members, as appropriate;
  • Provide technical oversight and guidance where required for all project deliverables;
  • In collaboration with Futures Group, oversee the process of recruiting project personnel and consultants, and the supervision of:
    • Developing terms of reference and contracts;
    • Recruiting and selecting personnel (including in relation to positions to be filled by internal competition);
    • Managing induction of all project personnel;
    • Managing all disciplinary and grievance matters, in consultation with Futures Group, and in strict accordance with Futures’ procedures;
    • Ensure that all timesheets are submitted and signed off in a timely fashion.
  1. Technical Assistance
  • Provide direct technical inputs to the project as required, and in line with your own areas of expertise;
  • Quality assure and take overall responsibility for all project outputs;
  • Ensure appropriate technical consultation with counterparts and other stakeholders throughout the project, in liaison with the steering group where appropriate;
  • Ensure appropriate permissions and ethical, technical and other protocols pertaining to project activities are obtained and complied with at all times;
  • Provide oversight and / or leadership to all technical dissemination and communication, at the sub-national, national, region and international levels, as appropriate, in liaison with Futures Group and, where appropriate, the steering group;
  • Facilitate and oversee all technical inputs to project monitoring, review and evaluation activities.
  1. Other Duties
  • Any other duties as required, including in relation to support of the smooth running of the project and the good reputation of Futures Group as the project Lead Agency.
  • Keeping Futures Group appraised of any further business opportunities in its areas of expertise arising out of the project, or more broadly, and of changes and developments in the operating environment in general.

Qualifications

  • Postgraduate degree (minimum Master’s Degree or equivalent) in public health, medical services or related field.
  • Academic and project oriented leadership abilities in a multicultural environment
  • Excellent command of English (written and oral) and communication skills

General Professional Experience

  • At least 15 years of professional experience in public health including at least 10 years of managerial level in academic or health administration related positions;
  • Experience of leading large-scale government or DFID, European Union, and other development partner supported health programmes in/ for developing countries.
  • Sound experience in health system research planning and implementation; knowledge of European Health Systems
  • Ability to work independently, determines priorities, manage multiple tasks, and meet timelines while collaborating with a broad coalition of health partners.
  • Must have the ability to smoothly coordinate with donor agency.
  • Strong strategic thinker with excellent leadership, management, and problem-solving skills.
  • Strong results orientation and commitment to accountability and value for money.
  • Demonstrates strong personal qualities, including integrity, commitment to excellence, equality, openness, inclusiveness, and collegiality.
  • Established position and reputation among peer groups, colleagues, and organizations working in similar fields.

Specific Professional Experience

  • Experience in implementing or supporting health policy reforms, in particular relevant to formulation of human resources reforms and health education courses;
  • Experience in “New Public Health” concept and evidence based health policy analysis;
  • Experience as Team Leader in technical cooperation projects and exposure to EU procedures would be an asset;
  • Experience of Public Health Systems in South Asia and or in developing countries would be an asset;
  • Experience in the Indian Public health context will be an advantage

Physical Demands
