The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. In the coming years the American Red Cross will deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world.

The ARC Haiti Assistance Program (HAP) has been established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent network and also through external partners. The American Red Cross partners with non-governmental organizations (NGOs) to implement a range of activities that address needs and complement Red Cross/Red Crescent programming.

Summary:
The purpose of the Accountability to Beneficiaries Delegate position is to provide leadership, technical guidance, support and monitoring of the integration of humanitarian accountability principles and practices into ongoing HAP recovery programs. The position will build the capacity of the field team to better identify community needs and capacities, inform communities of ARC activities, receive their feedback and implement activities with local communities in line with accountability best practices.

The HAP Accountability Delegate will report directly to the Senior M&E and Learning Delegate based in Haiti and will work closely with Technical Sector Leads and implementing staff and partners to promote the integration of humanitarian accountability principles and practices into the ongoing program.

This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.


Responsibilities
•Build technical knowledge base of international accountability standards and initiatives.
•Work as an advocate within the organization for the program to have active participation of beneficiaries, transparent communication to beneficiaries, as well as using participatory monitoring processes and incorporating beneficiary feedback into management decisions.
•Oversee and guide implementation of the current accountability strategy which includes:
oInformation provision: providing information regularly to program stakeholders
oInformation gathering: collecting feedback from communities that leads to improved program design and operation
oConsultation: regularly consulting with communities on progress and activities
oParticipation: identifying avenues for communities to participate in project planning, implementation and monitoring

•Establish, institutionalize and manage systematic processes for beneficiary feedback and response to include training staff and other stakeholders in newly developed systems.
•Develop/adapt contextually appropriate accountability tools and systems to enable staff to better include communities in program planning, implementation and monitoring and improve information provision and gathering with beneficiaries.
•Conduct accountability assessments and consultations.
•Participate in inter-agency and Movement (IFRC, ICRC, PNS, HRC) coordination mechanisms on accountability, share learning and tools with other agencies and use experience of other organizations to improve ARC’s accountability plans and practices.
•Lead training on humanitarian accountability processes/practices for field, operations, sector and management staff to build their understanding and encourage their support for integration and mainstreaming of accountability in their work.
•Provide direct management of field-based accountability and beneficiary communications staff according to performance management principles.
•Improve the staff’s understanding of capacities, needs and preferences of the communities in which we work. Work with staff to improve the ways in which ARC engages the community based on findings of community preferences.

Qualifications
•BA/BS in International Studies, Social Sciences, Business Management or equivalent experience required, with advanced degree preferred.
•At least 3 years of international relief and/or development experience with specific focus on accountability to beneficiaries.
•Strong understanding of international humanitarian standards, especially the Red Cross and Red Crescent Code of Conduct, Sphere, and the Humanitarian Accountability Partnership (HAP) Standard; Good Enough, Do No Harm with a primary focus on accountability to beneficiaries, required.
•Demonstrated ability to work effectively with beneficiary communities, Government and other stakeholders at local level.
•Experience in training, facilitating focus group discussions, community consultation and mobilization required.
•Experience working with community media would be a plus.
•Must have a high degree of competence in planning, project management, team building and management.
•Must have experience with representation and managing external relationships on behalf of his/her organization.
•Good computer skills, required.
•Previous work with the Red Cross Movement is a strong plus.
•Proficiency in French and Creole highly desirable.
