Monitoring and Evaluation Specialist, based in Manila


The Monitoring and Evaluation Specialist, based in Manila, will oversee project Monitoring and Evaluation (M&E) activities in coordination with the project team, USAID and external partners.

With a worldwide staff of more than 4,000 people, RTI offers innovative research and development and a full spectrum of multidisciplinary services. Universities in North Carolina founded RTI in 1958 as the first scientific organization in and centerpiece of the Research Triangle Park. RTI is seeking candidates for an anticipated USAID funded basic education project in the Philippines. The project is a 4-year program that will focus on improving early grade reading and literacy and support Department of Education’s Every-Child-A-Reader program. Position Responsibilities: • Design and manage the implementation of a monitoring and evaluation system to measure project effectiveness and impact. • Guide development and implementation of testing procedures for assessing instructional quality. • Supervise and guide data collection and updates reports. • Develop and implement a research agenda and lead research activities, and design and oversee evaluation activities relative to the project initiatives. • Structure and integrate activities and results and track for the Performance Monitoring Plan.
• Generate data reports in compliance with USAID procedures and agreements in the award; • Build and maintain firm data processing and reporting procedures and ensure accuracy of all data collection processes. • Ensure and prepare data reports in compliance with USAID procedures and award agreement.
Required Skills and Qualifications: • Master’s Degree in Statistics, Monitoring and Evaluation, Social Sciences or equivalent. • At least 6-8 years of relevant experience, ideally in USAID or donor projects. • Skilled competence in qualitative and quantitative study design and implementation. • Extensive experience with monitoring programs using qualitative and quantitative approaches. • Experience with data analysis packages (SPSS, database management systems and Access). • Experience in developing and coordinating data collection, processing and analysis systems.
