3)Support the in-country project governance process.
Key Roles & Responsibilities
1.Project Management / Execution
–To manage project in compliance with QMFLite and Country project review process
–To deliver the project to budget, schedule and quality
–To take accountability for securing funding/PAR approval and ensure GTO project effort charged-back to project and business
–To liaise with Compliance team to accurately interpret regulatory requirement and implication to the project to ensure regulatory compliance
2.Portfolio Management
–To own payments system project portfolio
–To direct and monitor compliance to regulations and group project mgmt standards for projects within the portfolio
–To monitor project health of key projects in the portfolios and lead corrective action process
–To work with Group Team and country stakeholders to assess and manage overall project priorities
–To ensure appropriate PM skills and internal resources are assigned to each project within portfolios
–To lead the continuous improvement of standard application processes
–To standardize project reporting for management decision making and intervention where needed
3.Business Relationship Management
–To facilitate interactive and effective business communication.
–To be a ambassador of technology to country business to initiate new technology solution to improve business process in line with business strategy
–To engaging local and group technology teams as required to prepare / present /address business needs and issues
–To understand and develop strong business case in support of high impact issues or opportunities, and deliver a qualified business requirement document for technology team
–To act as the gatekeeper for Technology on all audit/compliance issues for the portfolio.
4.Project Governance Process and Planning
–Coordinates the aggregation of business master plans into the country master plan
–Monitors project managers to reports risks, issues and interdependencies in a consistent format and quality
–Responsible to produce and publish the operating procedures & versioning for application team
–Develops and coordinates the training plan for all SCB project managers
Qualifications & Skills
•8+ years IT and project management experience as a senior technology professional, preference in banking industry
•Strong knowledge of portfolio and project management to manage the delivery of complex IT systems, related infrastructure and business change initiatives
•Prior experience in servicing the information technology needs of payments systems - strongly preferred
•Strong business acumen to understand business impact and risks in the Banking environment.
•Excellent communicator able to work at all levels
•Ability to forward plan and analyze interdependencies
•Must be a self-starter with excellent service attitude
•Analytical and be able to apply disciplined approach in delivery
•Able to lead and motivate people
•Customer oriented & focused
•Strong proficiency in spoken and written in English, proficiency in spoken and written in Chinese - strongly preferred
