Program Officer II

Overview:

The Program Officer will assist in the design, development, implementation, management, monitoring and evaluation of programs implemented by Jhpeigo -Zambia Country Office. This includes assisting with development of country operational plans (COP), annual work plans and budgets, annual reports, liaising with Ministry of Health staff and donors regarding implementation, monitoring and evaluation of programs. The Program Officer will report to the Deputy Country Director. 

Responsibilities:
  • Provide program support to the Zambia   office, including helping prepare proposals and budgets
  • Assist  staff with development of work plans, reporting and monitoring and evaluation
  • Work collaboratively with staff to ensure that resources for effective and timely program implementation are available
  • Assist in the development of materials to include, formatting, and content flow and finalize the document ready to print
  • Assist finance staff to prepare financial forms to advance/reimburse funds for on-going activities in Zambia. Also assist finance staff to review process and reconcile payment documentation from trainers, program, technical and
    management staff as well as from consultants. Help analyze reports received from field sites, including financial reports
  • Be responsible for tracking progress in reaching project goals/ objectives and deliverables. Work with program staff to help them understand and track program budget against expected deliverables and also with Director Finance and Administration to reconcile budget expenditures to program implementation
  • Collaborate with home office and the in -country technical staff to identify expertise/STTA that maybe requested to provide assistance to Zambia office in specific areas.  Also should be able to create and maintain a data base of resource persons for the Zambia office
  • Help research, write and compile program information and statistics for use by internal Jhpiego offices
  • Write sections of selected proposals and renewals. Research issues with incomplete or missing sections of proposals
  • Travel as appropriate to program sites to assist in program logistics, including financial arrangements, equipment and supply coordination and travel arrangements
  • Help ensure timely, accurate and appropriate reporting of program activities and results to the donor, Jhpiego HQ and MOH as necessary
  • Responsible for compiling and sharing of monthly program/technical reports within Jhpiego
  • Assist with organization of meetings, field visits, and other activities
  • Assist with other programmatic and administrative duties as required
  • Assist in preparation of monthly, quarterly and annual work plans and budgets
  • Assist with gathering technical updates for program planning, training, components of evaluations and other studies on related programs
  • Other duties as necessary and as assigned 
Required Qualifications:
  • A university degree in social sciences or a health related field is required; and additional post graduate certifications are an added advantage
  • Five years of work experience in a voluntary, public, private sector or USG funded NGO
  • Self management is necessary (i.e. motivation, dealing with pressure, adaptability)
  • Ability to communicate effectively, instilling trust and confidence.
  • Ability to handle a variety of different assignments sometimes under pressure of deadlines
  • Be cooperative, competent, hardworking, flexible and dependable
  • Ability to coordinate information and logistics for programs and activities
  • Basic understanding of HIV/AIDS and Health related issues, with a global focus is necessary
  • A broad variety of programmatic, administrative, financial, and computer skills (including Word Access, PowerPoint, Outlook, and Access), which may need to be acquired through very quick learning
  • Experience in team working and multi-cultural staff
  • Excellent organizational skills.
