Supervises: Terre des hommes’ national staff in the country and in the Russian Federation
Contractual conditions :

Context & Background :
Child exploitation and trafficking is an important problem in Eastern Europe. Terre des hommes (Tdh) has been working in Moldova since 2004 to protect children victims and to prevent others from being affected. The programme is divided into two projects:
Child protection safety net: Tdh staff identifies especially vulnerable children in the communities, victims of parental neglect or abused. The Foundation aims to give these children the best possible chance of social integration and personal development through building capacities of local actors and State structures. 
Transnational action: Tdh is also engaged in supporting exploited Moldovan children from work-sites and markets in the Russian Federation (RF), victims of failed parental migration, self-migration or trafficking. Close work is undertaken with the Ministry of Interior and of Social Assistance in cases of repatriation.
General description of the position :
The Country Representative represents the Foundation in Moldova and is responsible for the coordination and management of all the activities related to the implementation of Terre des hommes projects in the country, as well as in the RF. In close collaboration with the head office in Lausanne, the country representative applies and develops the Foundation’s intervention strategy.
Main responsibilities :
Strategy and institutional policy:
  • Takes part in the application and the revision of the Terre des hommes strategy in Moldova.
Representation:
  • Represents the Foundation in Moldova, promotes Tdh’s interests and forges positive relations with the authorities, NGO’s, the SDC and other bilateral donors.
  • Ensures the accomplishment of all formalities required by the government and other official agencies.
Communication/Information :
  • Produces informational material about Tdh and its projects for the general public and specific groups in the country. 
    Contributes to update the communication tools and specific information about the country produced by the head office.
Project cycle management :
  • Evaluates the targeted populations needs in order to readjust, if necessary, the ongoing projects or initiate new ones.
  • Ensures the evaluation, conception, planning and follow-up of the projects.
Partnership:
  • Ensures the application and follow-up of the agreements between Tdh and its partners.
Finance:
  • Is responsible for the adequate use of the funds disposable for the delegation and of the reporting linked to the usage of the funds.
Human resources:
  • Manages (supervision, support, training, appreciation, etc.) Tdh employees in Moldova.
  • Recruits its personal staff.
  • Elaborates, revises and checks the application of the delegation’s staff policy.
Fundraising:
  • Identifies funding sources and develops new bids.
  • Ensures the contact and follow-up with the institutional donors. Optimises local fundraising.
  • Takes part, after approval and in agreement with the head of programmes at the head office, in the elaboration and the presentation of project proposals to the donors.
  • Writes the reports following deadlines fixed by the donors.
Security:
  • Is responsible for all questions linked to the employees and beneficiaries safety as well as the safety rules during the activities provided by Tdh.
  • Elaborates and implements the security rules in the framework of Tdh’s security policy.
Reporting:
  • Writes and sends to the head office the institutional reports needed (specific reports linked to the different projects, situation reports, etc.).
  • Provides the head office with all the relevant information about the programme or the situation in Moldova in general.
Administration:
  • Ensures the accomplishment of all the formalities required by the government and the other official agencies mainly to guarantee the legality of Terre des hommes presence in the country.
  • Makes sure the contracts, regulations and procedures respect the national laws.
Child protection policy:
  • To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy.
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Moldava.
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies.
Education:
Graduate degree in social science, international relations, journalism or previous experience as head of a program in a developing country. 
Languages: Fluent in English, good level of French (Romanian or Russian will be an asset).
Experience: Minimum 5 years overseas experience with an NGO, managing complex projects, if possible linked with development of child protection system and/or child trafficking. Excellent knowledge of project cycle management. Experience with important institutional donors and ability to produce successful project proposals and high quality reports. Knowledge of fund accounting, procurement and financial management of key donor agencies. Experience undertaking field assessments and exploratory missions.
Aptitude :
Dynamic and independent; strategic, organizational and fund raising capacities; excellent facilitation and team leading skills; excellent analytical oral and written communication skills; available for frequent travels in the country and abroad; resistant to stress
