Emergency Food Security and Livelihoods Officer (EFSL)
Project Duration: 2 months
Position Start Date: 1st of November 2012
Position Location: Jordan / Lebanon, based in Amman / Tyre
Supervisor: Country Representative Lebanon

Contractual conditions :
Swiss salaried contract 3 946 Chf (3 200 €) <> 5 185 Chf (4 200 €) net salary/month according to experience x 13. Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight. Details of conditions and advantages
General responsibilities :
The EFSL officer is in charge of conducting a rapid assessment of the priority needs and livelihood situation of the people displaced by the crisis in Syria in Tdh areas of intervention in Jordan and Lebanon. This assessment is done in link with the programming of the regional response of Tdh to this crisis, with the objective of informing Tdh management on appropriate interventions according to the context and the risks faced by the affected population.
The objectives of the rapid assessment are :
  • To appraise the humanitarian situation of the affected population
  • To identify vulnerability criteria to distinguish the groups of population
  • To evaluate the local capacity to face the situation
  • To obtain reliable information whose analysis will contribute to the definition of appropriate responses.
The assessment is to provide :
  • A gap analysis with an understanding of the emergency situation, the priority needs and the preferences of the most affected population in the context of their economic profile and livelihood strategies.
  • A market analysis with an understanding of each critical market system in terms of its constraints and capabilities to play a role in the response.
  • A response analysis to explore the different options and opportunities for Tdh, taking into account each option’s feasibility, likely outcomes, benefits and risks, before leading to recommendations for action.
For each of the areas of Tdh intervention (North Jordan, South Lebanon), the EFSL officer will
  • Define and draft the methodology and tools to be used to carry out the assessment in link with the timeline and resources available.
  • Define the means needed to implement the assessment (logistics, staff).
  • Carry out the assessment on the field
  • Write a report including the methodology, the results of the assessment and the detailed recommendations for action
Child Protection Policy :
  • To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy
  • To commit to ensure the best implementation possible of the Tdh Risk Management Policies in Jordan and Lebanon.
  • To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
Profile :
Training: Degree in international development, food and nutrition, economics, and/or social or technical sciences related to international cooperation
Language: Oral and written English proficiency is a must, French/Swiss German and/or Arabic capacities appreciated
Experience: Knowledge and experience of managing / implementing different emergency food security & livelihoods interventions, such as food distributions and cash transfer programmes. Experience of vouchers/cash based interventions. Knowledge and experience of EFSL assessment and analysis tools, including knowledge of EMMA tools. Experience in a context of people displacement and humanitarian crisis
Aptitudes: Adaptive capacity to evolving contexts (security), effectiveness both autonomously and as a team player with discretion for multi-cultural environments, organized and methodical style of work and management, proactive sense of initiative, perseverance, solution oriented, analysis & synthesis, excellent English composition skills and IT software related to post.
