Senior Project Manager/Housing Director


GENERAL DESCRIPTION
Plan, coordinate and direct the housing development activities of Clifford Beers Housing (CBH) in pursuit of its stated goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The manager of housing development is a full time position that, under supervision of the Executive Director, plans, coordinates and directs the activities of the CBH housing development staff and consultant team including architects, engineers, construction contractors, attorneys and financial consultants integral to the affordable housing development process, including project programming and design, site acquisition, entitlements, financing, construction administration and operations start-up. The manager of housing development will maintain the support of public officials who control entitlements and public and private lenders who provide essential financing. Additionally, the housing manager will collaborate with Mental Health America and other Los Angeles area mental health agencies to develop new supportive services programs that further the agency’s core mission.
Supervisory Responsibilities
Under the direction of the Executive Director, supervises the Project Managers and supportive staff assigned to project development activities.

Education and Experience

A bachelor’s degree and preferably a master’s degree in business, finance, political science, public administration or urban planning is desired. At least three years experience in a responsible position in the affordable housing field with exposure to the following tasks and finance mechanisms:
  • Structuring multi-layered finance for affordable housing
  • Preparation of applications for, and placement of Low Income Housing Tax Credits and Mortgage Revenue Bonds
  • Prepare applications and administer loans and grants from public and/or private agencies
  • Organize and schedule tasks in support of multiple projects
  • Knowledge of housing and community development laws
  • Ability to motivate and lead others in executing the tasks of housing development
  • Computer skills, particularly programs associated with real estate finance and project management
  • Knowledge of business administration, and particularly not-for-profit administration.
  • Experience in motivating and supervising other community development specialists.
  • Only a passion for the work will sustain this person in this management position through the difficulties that will be encountered in successfully completing affordable housing projects integrating supportive services.
Language and Computer Skills
  • Strong verbal communication skills and clear writing ability.
  • Proficiency with computer programs and spreadsheet software such as Microsoft Excel and Microsoft Word.
    • Ability to read, analyze, and interpret financial reports and legal documents.
Mathematical Skills
  • Strong math and analytical abilities.
Reasoning Skills
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Other Skills and Abilities
  • Knowledge of local, state and federal housing financing programs; including HUD 202/811, Low Income Housing Tax Credits, and Tax Exempt Bonds.
  • Knowledge of and sensitivity to the concerns and needs of lower income people and a strong interest in supporting the organization’s mission.
  • Ability to conduct financial analysis and budget preparation.
  • Ability to initiate and maintain effective, cooperative working relationships with colleagues, consultants and development team members.
  • Capacity to handle multiple tasks simultaneously in an organized, efficient and timely manner and successfully meet project deadlines.
  • Effective oral and written communication, interpersonal and conflict-resolution skills.
  • Excellent organizational, time management and problem-solving skills.
  • In collaboration with MHA staff, develops project goals and objectives
  • Reviews potential development sites and analysis their appropriateness in meeting project goals
  • With the assistance of design professionals, analysis prospective project sites’ prospects for gaining an entitlement that meets project objectives.
  • Develops project funding strategy, prepares project budgets and, in collaboration with accountants, reconciles these to expenditures tracking both sources and uses of funds.
  • Meets with both public and private housing finance resources and prepares applications for funding consistent with their guidelines including schedules.
  • Organizes project data so that it is readily available as needed and prepares both internal reports and reports to funders in accordance with their indicated requirements
  • Ability to formulate successful professional project teams, to negotiate successful contracts and to incorporate the work products of others in the larger project.
Certificates, Licenses, Registrations
  • Proof of ability to work in the United States.
  • Must have and maintain a valid California driver's license and auto insurance at all times and have the availability of an insured vehicle to travel within the Company’s service area.
