Sector Specialist, Evaluation of the Science and Technologies Project, Islamabad, Pakistan


Project/Proposal Summary:
In June 2011, MSI was awarded the Independent Monitoring and Evaluation Contract (IMEC). On IMEC, MSI will provide verification, monitoring and evaluation, reporting throughout Pakistan, and across all projects that USAID is supporting. The goal is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.
Position Summary: The sector specialist will be a part of a three person M&E Project evaluation team to conduct a midterm performance evaluation of USAID funded Science and Technology (S&T) Project.
The purpose of this evaluation is to: 1. Determine how the program was implemented and if the objectives were met. 2. Document any relevant lessons for the next phase of this program and any new similar future activities. 3. Identify very successful high quality, relevant and welfare enhancing projects. This is a short-term assignment, based in Islamabad with required travel for fieldwork in 4 provinces (to be determined) throughout Pakistan. The consultant will work with the team leader in implementing the evaluation framework set out in the evaluation Statement of Work (SOW). The Sector Specialist will be contracted for up to 45 working days between November 2012 and January 2013.

Responsibilities: The sector specialist will contribute in the midterm evaluation of the S&T Project by writing sections of the evaluation report as assigned by the team leader. The sector specialist will specifically undertake the following tasks: • Participate in evaluation orientation workshop with the Implementing Partner (IP); • Review project documents including but not limited to contract/ task orders, progress reports, work plans and PMP; • Identify gaps in existing information to answer the evaluation questions; • Participate in team plan meeting: contribute to finalizing the primary data collection instruments, including key informant interviews; contribute in developing question and answer plan for the evaluation; • Participate in field visits and data collection (districts to be determined); • Provide Finding, Conclusions and Recommendations table as per work plan; • Participate in debriefing presentation to IP and USAID; • Analyze quantitative and qualitative data; and • Write sections of the evaluation report (draft and final).
Qualifications: • At least 10-15 year experience in the education sector of Pakistan, including at least three-to-five years of experience managing or being a member of Science and Technology Projects in Pakistan desired; • At least three to five years of evaluation experience as a team member desired; • Fluency in English required.
