OVERVIEW OF THE FUNCTIONS OF THE POST Under the direction of the Director of UNESCO Kabul Office and the supervision of the Chief, Education Sector, the Education Programme Specialist will provide technical support and institutional capacity building in policy development, educational planning and management, and programme implementation and monitoring and evaluation to achieve education related goals set in the Afghanistan National Education Strategic Plan (ANESP) and Afghanistan National Development Strategy (ANDS) and United Nations Education Support Strategy (UNESS) in line with the vision and mission of the Kabul Office. In this context s/he will: Essential responsibilities include: -Provide technical support and capacity building to both ministries of education to design, implement, monitor and evaluate education policies, strategies and programmes to achieve ANESP and ANDS at both national and provincial levels in line with UNESS (UN Education Support Strategy), taking into account the specific social, economic and security conditions of a country in transition; -Assist the Chief, Education in developing the CapEFA programme, with a strong focus on professional education and skills for development, ensuring its timely execution and the quality of its outputs. Ensure the necessary links with other relevant programmes of Kabul education sector, including literacy; -Under the guidance of the Chief, collaborate with the MOHE in developing its strategy and policy for university autonomy, evaluation, management and planning. Build working relations with other partners in higher education, national and international, including the World Bank and USAID -Assist the Chief, Education and the Head of Office on fundraising opportunities; draft project documents; supervise national staff and national or international consultants; write and analyse reports; ensure sound management of programmes under direct supervision; -Assist in maintaining active presence in consultative and coordination meetings on education related issues among development partners, particularly through the UN coordination mechanisms, including Programme Management Team, CCA and UNDAF.
REQUIRED QUALIFICATIONS Education Advanced University degree (equal to Masters) in education or social sciences or closely related field including international relations Work Experience -At least 4 years of experience with two years of work experience acquired at international level, possibly with UN organizations in post conflicts or transition countries -Strong experience in fund raising and dealing with financial institutions or bodies or stakeholders and donors . Skills / Competencies -Strong analytical and problem-solving skills, as well as ability to establish priorities and to plan, coordinate and monitor own work plan; ability to work under pressure, respecting tight deadlines and delivering on the standards required. -Demonstrated ability to work in a team and maintain effective working relationships with people of different nationalities and cultural backgrounds. -Strong inter-personal and communications skills, both oral and written, including good organizational and management skills are needed in such context. Languages Excellent/very good knowledge of English and knowledge of another UN official languages desirable.
Remuneration: UNESCO salaries are calculated in US dollars. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. It corresponds to an estimated annual salary of approximately 94.042 USD with dependent and 87.782 USD without dependents. Proposed date of commencement: As soon as possible
