Proposal Officer

Overview:
Proposal Officer works with the New Program Development Office together with technical and program staff to diversify our funding base.   The officer enables well organized, cogent and timely responses to private funding opportunities, with emphasis on Non-US Government sources, in particular private foundations.  The Officer will support Foundation lead staff on complex prime proposals and directly manage less complex opportunities. The Officer will participate in all aspects of donor relations and stewardship, including prospect research, qualification, proposal development, transition to program and project backstopping.  This includes regular communication with field staff and documenting, tracking and reporting on activities using customer relationship management (CRM) software.   
Responsibilities:
  • Identify and track potential opportunities that are consistent with Jhpiego’s competencies, such as supporting integrated health service delivery, human capacity development, maternal health, reproductive health and infectious disease programming, etc.
  • Research, synthesize and support analysis of information about donors, partners and competitors
  • Support and document “touches” with donors and key stakeholders
  • Compile and synthesize input to qualify prospects and opportunities
  • Analyze and manage opportunity feedback from internal stakeholders
  • Coordinate and/or manage proposal development, including forming proposal teams, developing their roles and responsibilities, developing clear writing outlines, proposal calendars and liaising with partners. 
  • Draft non-technical content, synthesize and edit proposal inputs, prepare final submission and effectively transition awarded projects for implementation. 
  • Assure non-technical proposal content responds to donor needs and interests
  • Liaise directly with donors as assigned.
  • Maintain accurate and updated information in database and electronic libraries
  • Support development and implementation of guidance, tools and processes to constantly improve effectiveness.
  • As member of New Program Development team, participate on proposal teams, special initiatives and ad-hoc tasks pertinent to any Jhpiego donor.
  • Serve as a NPD technical liaison  

Required Qualifications:
  • BA with 3+ years of USG, foundation and/or corporate proposal development and/or project management experience
  • Knowledge of international and US donor agencies and private sector foundations
  • Ability to work in complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Excellent communication, presentation and writing skills
  • Strong interpersonal and analytical skills
  • Proficient in MS Office and online resources
  • Willingness to work overtime during proposal preparation and production
  • Aware of and sensitive to working in multiple socio-economic settings with multi-cultural groups in a developing country environment
