Malteser International is the worldwide relief agency of the Sovereign Order of Malta for humanitarian aid. Its mission is to provide emergency relief as well as to implement rehabilitation measures and to facilitate the link between emergency relief and sustainable development. Malteser International has been operational in Myanmar since 2001, targeting communicable diseases, providing comprehensive primary health care services, improving the access to safe water and sanitation facilities and enhancing disaster risk reduction capacities.
In northern Rakhine State (NRS), Malteser International implements since 2003 a comprehensive programme in the sectors Health and WASH. Currently, the health programme includes community based basic health care services, services related to reproductive health and measures for the control of communicable diseases such as malaria and tuberculosis. The WASH programme is focusing on improved access to safe water and sanitation on household level.
In Kayin State, Malteser International started its operation in 2012. At present a first project is focusing on rehabilitation of social infrastructure combined with health and WASH promotion. The programme will expand in 2013 to include community based health care services, services related to reproductive health and measures for the control of communicable diseases. The WASH programme will focus on improved access to safe water and sanitation on household level and in schools. Both programmes aim at building the capacity of both community and government institutions.
In support of our work in northern Rakhine State (NRS) and Kayin State, MYANMAR, Malteser International is looking for two persons as
Primary Health Care Coordinator (2 positions)
As a Primary Health Care Coordinator you will be responsible to coordinate, technically supervise and ensure the effective implementation and quality of Primary Health Care (PHC) programme components.
Responsibilities: • Ensure set-up, coordination as well as effective and timely implementation of the PHC and MNCH programme components according to set targets. • Establish and follow up the proper use of M&E systems and standards of the PHC and MNCH programme components against their strategic objectives and expected outputs. • Coordinate and manage timely planning of project activities and needs (financial/logistics) together with the Line Managers according to Malteser and donor standards. • Ensure implementation and adherence of national and international standard treatment guidelines by all health staff. • Ensure quality control regarding orders, distribution and usage of medical drugs and supplies. • Prepare high quality reports on programme status and achievements to Malteser International and donors • Lead health related assessments and support the development of new proposals and concepts • Recruitment, management and supervision of national staff
Qualifications:
• Medical professional (nurse, midwife, doctor); Master in Public Health or equivalent will be an asset • Proven experience in planning, implementing and managing community based health programmes in chronic emergencies or development projects • Proven international project management skills and experience including project proposal development, logical framework, monitoring and report writing • Proven communication skills including the ability to effectively motivate people and to diplomatically manage the relationship with local partners, different authorities and donors • Sensitivity for other cultures • Physical and mental strength, readiness to live in a rural environment • Fluency in English (written and spoken); proficiency in using standard software packages
Conditions:
• Start Date: 01. January 2013 (NRS), 01.
