Specific Minimum Qualifications and Expertise
Essential:
- Educated to degree level, equivalent professional qualification or relevant professional experience
- Strong numerical and analytical skills, paying particular attention to detail
- Strong written and verbal communication skills
- Excellent organisational skills and capable of managing competing priorities
- Demonstrable experience of working well in a team
- Proven ability of building and maintaining effective relationships with key internal and external stakeholders
- IT literate including Microsoft Office (Outlook, Word and Excel) and bespoke IT systems
Desirable:
- An interest in environmental issues, especially understanding and/or experience of renewable energy
- Experience of undertaking audit related activities
- Experience of contract monitoring and supervision
Purpose
The Renewable Heat Incentive (RHI) is a Government policy designed to increase the uptake of renewable technologies used for heating. This is a ground-breaking scheme that will help the UK reduce carbon emissions and hit its EU renewable energy targets.
Ofgem plays a key role as the administrator of the scheme. This includes the assessment of a large volume of applications and audits to verify eligibility, authorise payments to participants, and handle enquiries from current and potential participants.
The purpose of this role is to support the RHI Operations Team on the administration of the RHI Audit Programme. The role focuses specifically on:
- Supporting the implementation of both the site and desktop Audit Programme;
- Supporting the management of the external contractor carrying out site audits on our behalf;
- Responding to telephone and email enquiries from scheme applicants and participants.
In addition, there is scope to be involved in individual projects on an ad-hoc basis.
Key Outputs and Deliverables
- Assist with the provision of a seamless, fair and consistent audit activity from the point of view of participants
- Assist with maintaining the RHI Audit risk register including regular reviews
- Support reviews of the audit strategy, audit programme and practice, and the procurement of audit services as required
- Carry out administration duties specific to the RHI Audit Programme
- Use Microsoft Office and bespoke IT systems to support the administration of the Audit Programme
- Liaise with cross-functional internal teams on audit findings
- Provide support on related issues across the team on an ad-hoc basis, including in relation to individual projects across the team.
Key Stakeholder Relationships
In relation to day-to-day delivery, and operational scheme development:
- Internal – RHI Operations, IT, Legal, Procurement
- External – Audit contractor, RHI applicants and participants
Key Accountabilities
- Administering the RHI audit programme, including preparing audit packs, and liaising with internal and external colleagues
- Reviewing site audit reports and working with the Audit Team to ensure that non-compliances and eligibility issues are acted upon in the appropriate way
- Supporting the supervision of the site audit contractor, including processing invoices and ensuring that the contractor provides a professional service
- Assisting with the administration of desktop audits, including carrying out desktop audits for installations that are classified as simple
- Assisting with the periodic procurement of contractors to deliver the site audit programme
