Position Summary:
MSI is recruiting for a short-term Geographic Information Systems (GIS) and Remote Sensing Specialist to work in the Monitoring and Evaluation Program’s (MEP) IT Unit. The consultant will support mapping requests from the project’s Monitoring and Evaluation Units and will work under the supervision of the Senior GIS and Remote Sensing Specialist and Director of IT. The assignment is expected to begin immediately and last for up to six months.

The goal of the Monitoring and Evaluation Program is to assess whether USAID resources are well-spent and achieving desired results and to prevent waste, fraud, and abuse in the administration of programs, regardless of the implementation mechanism.

• Generate geospatial products and supporting graphics for monitoring and evaluation department projects.
• Process satellite/aerial imagery using remote sensing technologies.
• Develop and establish GIS tracking systems for use within the program, complementary to other tools, to ensure effective tracking of geospatial data relevant to planning, monitoring, and evaluation of projects.
• Perform remote sensing manipulations, such as geo-referencing, calibration, image processing and analysis, and feature extraction; and produce land cover/land use maps of the project from satellite images.
• Provide support and recommendations to the implementation of GIS best practices on monitoring and evaluation systems in place.
• Be prepared to provide GIS/M&E advisory and administrative support to the MEP departments.
• Under the supervision of Sr. GIS and RS Specialist, conduct GIS trainings/workshops.
• Perform other duties as assigned by the supervisors.

Qualifications:
• A minimum of a bachelor’s degree in IT, computer sciences, or a related field required (4-year program preferable).
• At least 5 years of relevant experience.
• Strong knowledge of ESRI ArcGIS and ERDAS Imagine.
• Remote sensing experience.
• Adequate knowledge and experience in monitoring and evaluation systems preferred.
• Strong knowledge of GIS.
• Strong communication and organization skills.
• Ability to produce high-quality work under deadlines.
• Ability to manage multiple assignments.
