BACKGROUND:
IRC has worked in Mali since coup in April 2012. IRC started its work responding to the food crisis in the South of Mali, since this time the security situation has become increasingly fragile resulting in conflict in January 2013. This conflict and the food crisis have further damaged the infrastructure and systems within Mali having massive impact on the population as a whole. Many people have fled to neighboring countries to seek safety and have access to basic service.
The CYPD programme in Mali is rapidly expanding. IRC in Mali are looked upon as one of the lead agencies in children and youth issues. IRC CYPD sector has developed an exciting and ambitious strategy that they would like the new CYPD Coordatinator to embrace and take forward. The programme contains a variety of child protection opportunities, from working with children’s individual needs to developing national strategy at an interagency level and at a more regional level in the Sahel.
The IRC are leading the IA CP IMS and issues relating to separated and unaccompanied children, further to this we have the opportunity to be piloting the updated separated and unaccompanied global guidelines as well as contributing to the future launch of the CP minimum standards. The year ahead with CYPD Mali offers many interesting experiences,opportunities as well as challenges which makes for an exciting position.
The Child and Youth Protection and Development (CYPD) department of IRC Mali includes the following projects:
Child Protection: taking the lead in coordinating the response to separated and unaccompanied children as the lead agency in managing the IA CP IMS, providing individual case management for separated/unaccompanied children, children associated with armed groups or forces or children who are survivors of physical or sexual violence. The child protection program includes a psychosocial strategy and community-based child protection interventions. Youth and Livelihoods: This component is under development.
SCOPE OF WORK:
The CPYD coordinator will be responsible for a team of 39 staff including the supervision of 1 international staff (CPiE Manager). The role also upholds three partnerships with national NGOs
SPECIFIC RESPONSIBILITIES:
Program Management and Development
• Lead and coordinate CYPD strategy and interventions within an integrated country program strategy. Contribute to integrated program strategic planning and lead sector-specific strategic planning.
• Contribute to remote management strategy program policies for insecure areas and ensure that CYPD activities adhere to the policies
• Play a leadership role in identifying new funding and developing new CYPD proposals in line with the strategy
• Develop and coordinate the tools to follow the quality assurance of the CYPD programme.
• Conduct regular monitoring sessions that gather data on lessons learned, case studies and include beneficiary communication to ensure a system of organisational learning in CYPD, in situation of distance management during a conflict exacerbated by other tensions.
• Work closely with sector staff to develop and realize a ‘mainstreaming’ strategy to ensure that child and youth protection issues are sufficiently integrated into all aspects of programming
• Coordinate the management of the IA CP IMS in Mali, coordinating support to other agencies through training, taking the lead in standardising tools, updating SOPs and coordinating participating agencies in the process.
• To develop and continue an environment of team spirit with a clear common goal and/or approach.
HR Management
• Participate in recruiting and building capacity of CYPD staff
• Provide ongoing support, mentoring and on the job training for direct supervisees conducting regular performance review.
• Actively seek out formal and informal training opportunities for CYPD staff and partner
• Ensure that all CYPD staff have timely performance evaluations and receive regular feedback
• Progressively hand over responsibilities to the CPiE manager and Protection managers to develop responsibility and capacity.
Representation, Coordination & Partnership
• Participate actively in the Child Protection Sub-Cluster, technical working group and other coordination forums.
• Develop the capacity of the CPiE mangaer to take the lead of the Separated and Unaccompanied child Commission under the aegis of the CP Sub-Cluster.
• Continue to maintain relationships with relevant ministries, helping to establish IRC as a key actor in Child Protection and youth issues. Defining roles and responsibilities of IRC and governing bodies in CP strategy and capacity building.
• Represent IRC at regional meetings and Mali +3 (Burkina Faso, Niger, Mauritania)
• Participate in the development of advocacy messages regarding Child and Youth issues. Contribute to the IRC’s communications strategy under the guidance of senior management
• Identify, select and collaborate with partner organizations in line with the IRC partnership process. Accompany and build capacity of partner organizations as per partnership agreements.
• Make linkages with private sector/further education opportunities to create opportunities for employment or apprenticeships for youth.
Budget, Administrative and Grants Management
• Ensure all grants are implemented according to IRC and donor regulations
• Ensure that budgets are properly forecast and spent as per IRC and donor regulations
• Review budget vs. actual reports, providing feedback as necessary
• Ensure CYPD staff and partners understand and respect The IRC Way – which includes IRC’s policy against Sexual Exploitation and Abuse, Sexual Harassment and Financial Misappropriation - gender policy, CYPD sector framework and other relevant documents and referential IRC policies and procedures
• Collaborate with the Grants Coordinator throughout the life span of each grant. Ensure the timely submission of donor reports
Qualifications and Experience:
• 6 years of experience in humanitarian work, with at least 3 years experience implementing programs in separated/unaccompanied, children associated with conflict and youth and livelihoods.
• Solid knowledge and understanding of international child protection, youth policy and practice issues
• Personnel management experience, including staff capacity development and team building experience
• Ability to coordinate staff and partner at distance and ensure their capacity building. Planning, monitoring and evaluation skills in direct and remote management intervention
• Ability to work well both within a team and independently, in a challenging, fast-paced multicultural environment
• Proficiency in spoken French and English speaking and writing skills, including previous proposal writing experience
• Good coping strategies in an emergency environment with an ability to remain calm and focused.
• Experience in working in complex emergencies, coordinating and supporting programs through remote management, or working in a nutrition crisis a plus
• Experience in managing CYPD international staff.
• Experience in coordinating cluster, working group and/or commissions a plus
• Professional experience in West Africa a plus
