Background Information
UNFPA Afghanistan is seeking the services of a senior international Reproductive Health Advisor to assist UNFPA and the Government of Afghanistan secure universal access to quality reproductive health services for all citizens of the country. Apart from subject specialization, the Advisor is expected to have an overall understanding of the public health context and the cultural specificities of Afghanistan that will have a bearing on the country realizing the Millennium Development Goals (MDGs). The Advisor is also expected to have strategic vision and the operational experience with community centred reproductive health services.
Major Activities/Expected Results
Under the overall guidance of the UNFPA Representative and under the direct supervision of the Deputy Representative,the incumbent performs the following duties:
1) Technical Advice
• Plan, coordinate and lead the development of RH policies and strategies and provide technical and programming guidance for UNFPA Afghanistan in the thematic area of reproductive and sexual health. • Provide technical assistance in developing plans and monitoring the implementation of various national and field activities, including behaviour change communication, community midwifery programmes and Family Health Houses, supported by the Country Office (CO) that would ensure demonstrable impact on maternal mortality reduction and universalization of quality reproductive health services. • Provide technical assistance in reduction of risk and spread of HIV/AIDS in Afghanistan. • Strengthen the technical and programme management capacities of UNFPA Afghanistan staff and partners in the area of reproductive health. • Supervise and manage the activities of all the core UFNPA Reproductive health and Emergency Preparedness. • Provide technical assistance on Family Planning and building up Reproductive Health Commodity Security for the country. • Perform all other technical responsibilities considered necessary by the Ministry of Public Health (MoPH) and other implementing partners. • Co-ordinate with donor agencies, UN agencies and secure strategic integration of reproductive health strategies and programmes for effective delivery of services to the people, especially to those living in the remote and interior areas of the country.
2) Capacity Development
• Review, design and oversee the capacity building initiatives developed for the Country Office and related staff members of MoPH, and other implementing partners. • Ensure that personnel at different levels are trained adequately in their respective areas of responsibilities, including (but not limited to) key technical areas and management and supervision. • Work closely with the different task forces both in MoPH and UNCT for better coordination of the stakeholders.

Job Requirements:
• An advanced university degree or its equivalent Medical/ Public Health in health planning, policy management, and administration. • Ten years of relevant experience, with about five years of international experience in RH programme development and management, preferably in a post-conflict country or fragile states, essential. • Strategic and operational experience with planning, implementing and monitoring reproductive health programmes in developing country context essential. • Sound knowledge of maternal and child health, family planning, HIV/AIDS, STI and fistula programming, gender, emergency preparedness, epidemiology, and health service research. • Excellent writing skills and fluency in English is required; Knowledge of the Afghanistan context would be an asset.
