Broadband Strategist

Duration: Long and medium-term
Location: SE Asia
Integra Government Services International, LLC, is an international development firm based in Washington, DC, seeks individuals for both long and short-term technical analyst and advisor positions to contribute to several pending USAID-funded projects that provide technical assistance for the telecommunication sector of several Southeast Asian nations.
Duties: The consultant(s) will work as part of a team to conduct assessments and provide technical assistance in the drafting of ICT regulations and supporting frameworks that tie ICT programs to larger economic growth national plans. Consultants may also be asked to design and implement broadband technical assistance programs and infrastructure programs, providing comprehensive support to government officials and private sector players. Specific responsibilities include:
  • Establish/support regional and national broadband stakeholder groups to focus on collecting and analyzing relevant information
  • Work to assess broadband feasibility/sustainability and identify barriers to broadband development
  • Advise on regional and national broadband policy development for the telecommunications sector
  • Provide technical assistance on appropriate policy frameworks, regulatory instruments, infrastructure rollout, and competitive market initiatives
  • Monitor implementation of government policy in the telecommunications industry
  • Support government work on international agreements related to telecommunications
  • Support local partners in implementing telecommunications sector reform and the government’s telecommunication policy
  • Facilitate the development of public-private partnerships
  • Create tools and learning modules to assist governments in the development of broadband projects
  • Develop broadband best practices, with a focus on business broadband, policy management and financial resources
Preferred Qualifications:
  • Demonstrated telecommunications sector development work, preferably with a focus on national broadband strategy development, universal service and regulatory systems
  • Strong understanding of ICT policy and regulation
  • Excellent written and oral communication skills with the ability to write clearly and effectively in English
  • SE Asia expertise and regional language skills
  • Ability to meet strict deadlines
  • Excellent interpersonal skills and ability to work in a team-oriented environment
  • An advanced degree in a relevant discipline
