Enabling Environment Advisor

Duration: Long-term, full-time
Location: Niamey, Niger

Integra LLC is recruiting for a full time “Enabling Environment Advisor” position, to be based in Niamey, Niger. The position will support the implementation of a USAID-funded project that builds agricultural resilience in Niger and Burkina Faso.

The Enabling Environment Advisor will lead a team of researchers and consultants working to improve the Business Enabling Environment for agriculture in Niger and Burkina Faso. His/her responsibilities will be as follows:

•  Work with Integra home office staff to lead assessment teams in identifying the most important enabling environment constraints to agricultural business formation and growth in Niger.
• Oversee a team of experts that assess the policy structures underpinning the constraints identified in the assessments. Contribute substantially to this analysis and identify specific policy areas for strengthening or reform.
• Maintain relationships with government offices and agencies in Niger and Burkina Faso.
•  Lead teams providing technical assistance on agricultural business regulation to public sector entities in Niger and Burkina Faso.
• Provide analytical support to the leaders of field-projects by overseeing a team of analysts producing reports about key agricultural markets and the enabling environment.

Preferred qualifications:

• Minimum 10 years of senior-level experience working in business governance in francophone West Africa, either as a lawyer, consultant, public official, or businessperson.
• Have good relationships with public sector entities in Niger and/or Burkina Faso.
• Demonstrated experience in managing teams of consultants.
• Advanced degree in Law, Business, Economics or other relevant area.
• Language: French and English fluency required. Native French speaker preferred.
• Preference for a citizen of Niger or Burkina Faso.
