BACKGROUND


TRAFFIC, the wildlife trade monitoring network, works to ensure that trade in wild animals and plants is not a threat to the conservation of nature. We actively monitor and investigate wildlife trade and provide information to diverse audiences worldwide as a basis for effective conservation policies and programmes. TRAFFIC is a strategic alliance of World Wide Fund for Nature (WWF) and the International Union for Conservation of Nature (IUCN) and is an international network, organised into eight regional programmes. 

TRAFFIC in collaboration with its partners, WWF Colombia and IUCN Sur, have developed the project entitled: "Supporting the implementation of the EU FLEGT Action Plan in South America: Catalyzing initiatives to control and verify the origin of the timber in trade and support related improvements in forest governance." The project is principally financed by the European Commission and includes activities such as scoping studies, capacity building, briefing materials, liaison and information exchange in Brazil, Colombia, Peru and Ecuador, as well as in Europe, over the period of three years (2012-2014). The funds for the consultancy role being advertised come from the German Government via the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH as a specific contribution to the overall project mentioned above.

TRAFFIC is inviting tenders from suitably experienced consultants to identify the synergies in the implementation of the “Forest Law Enforcement Governance and Trade” (FLEGT) Action Plan and related initiatives such as national policy frameworks for “Reducing Emissions from Deforestation and Forest Degradation” (REDD), Lacey Act, Free Trade Agreements (FTA), Economic Partnership Agreements with the EU with forest governance and trade measures and the “Convention on International Trade in Endangered Species of Wild Fauna and Flora” (CITES) for tree species in Brazil, Colombia, Ecuador and Peru.

SPECIFIC DUTIES FOR INTERNATIONAL CONSULTANT

  • Develop and establish the methods and work plan to achieve the scope and objectives of this consultancy.
  • Attend and contribute to an expert meeting in Quito, Ecuador, which will be the basis for the collection of information and analysis with country experts of interrelationships, synergies and opportunities of FLEGT with other major initiatives; (Provisional date of meeting Quito: 5th-7th June 2013; please note that travel and living costs will be covered separately by the project during this meeting)
  • Managing a team of national experts from Brazil, Peru, Colombia and Ecuador in the formulation of country-specific analysis of the complementarities of other initiatives (Lacey Act, FTA forest chapters, REDD, CITES, national policy) with the requirements of FLEGT Action plan.
  • Prepare a report detailing the analysis with recommendations.
  • Review and update the tables of actors and meetings/contacts in each country, developed by the regional coordinator, which are necessary for the gathering of data relevant to this research
  • Propose a table of content for the research along with the regional consultant to give uniformity to the document and the respective publication.

SPECIFIC DUTIES FOR REGIONAL CONSULTANT
  • Establish, jointly with the international consultant, the methods and workplan needed to achieve the scope and objectives of this consultancy.
  • Attend and contribute to an expert meeting at the project office in Quito, Ecuador, which will be the basis for the collection of information and analysis with country experts of interrelationships, synergies and opportunities of FLEGT with other major initiatives; (Provisional date of meeting Quito: 5th-7th June 2013; please note that travel and living costs will be covered separately by the project during this meeting)
  • Develop the specific analysis of each country of the complementarity of other initiatives (Lacey Act, FTA Forest chapters, REDD, CITES and national policy) with the requirements of the FLEGT Action Plan.
  • Prepare a report, along with the international consultant, detailing the analysis with recommendations.
  • Prepare tables of actors and meetings/contacts with strategic stakeholders in each country which are necessary for the gathering of data relevant to this research
  • Contribute to the design of the table of contents of the analysis.
REQUIREMENTS
  • A university degree in international politics, forestry, forest engineering, agronomy, economics, political science or related subject.
  • More than 10 years experience with knowledge of environmental issues, forestry and timber legality at the international scale
  • Post-graduate degree in politics, economics, international relations, forest management or management and administration.
  • Experience in preparing baseline studies, analysis, diagnostics, environmental policies and / or forestry, timber trade.
  • Record of environmental publications, forestry and / or policy during the last five years.
  • Possess excellent interpersonal and communication skills, including excellent writing skills, report and presentation skills.
  • Good organizational skills and ability to work as part of a team.
  • Fluent in spoken and written Spanish and English.

Tenders must be in Spanish and include, a letter (maximum one page) clearly stating how your skills and experience match the eligibility criteria, a CV (maximum two pages) and a summary (maximum three pages) describing the focus and / or process you will use to get results.

It is highly recommended that applicants send examples of previous work carried out.
