Senior Social Protection/ Social Development Specialist


Maxwell Stamp is seeking a Senior Social Protection/ Social Development Specialist for the upcoming AusAID funded Social Protection and Sustainable Livelihoods Component of the Laos – Australia Rural Livelihoods Program. The program aims to increase economic security and resilience of poor women and men in rural areas through implementing two social protection schemes. The first is the Resilient Livelihoods for the Poor (RLP) activity, which will provide vulnerable families with a combination of short-term social transfers, productive assets and coaching to strengthen their economic security and resilience. The second is a Senior Citizens Allowance, which will provide older people aged above 65 years of age, with a regular cash transfer.
The role for the Senior Social Protection Specialist will be a long term role based in Laos. They will ensure an effective social protection policy dialogue with the Government of Laos by the Social Protection and Sustainable Livelihoods Component as part of the LARLP, provide high quality technical advice in the implementation of the Resilient Livelihoods for the Poor activity and lead on social impact analysis across the programme.

Candidates should demonstrate the following competencies:
  • Master’s degree in relevant discipline;
  • A proven track record of working in social protection, including productive asset transfers and old age cash transfers;
  • Experience informing dialogue and generating policy-informing outputs to advocate for new policies on social protection in governments;
  • Experience working in Laos and an understanding of the social context in Laos is desirable;
  • Experience in training and capacity building in government and civil society;
  • Experience in AusAID funded programs;
  • Has a track record in promoting gender equity and the empowerment of women;
  • Experience in managing, and quality assuring research and evidence generation is desirable;
  • Research and policy analysis and influencing policy dialogue experience.
