Senior Policy Analyst, Licensing Policy


£31,500 - £38,600 p.a. (dependent on skills and expertise) - Band CLondon SW1
£29,200 - £35,795 p.a. (dependent on skills and expertise) - Band CGlasgow
Specific Minimum Qualifications and Expertise
  • Ideally some expertise in developing and applying regulatory policy in the energy sector
  • Good inter-personal, communication and team working skills
  • Proven analytical, problem solving and project management skills
  • Graduate or equivalent
Purpose
  • To ensure that offshore transmission licences are maintained and developed consistent with policy and regulatory developments
  • To manage the process of licence grant (and associated processes) to Offshore Transmission Owners
  • To pro-actively develop constructive relationships with offshore transmission policy teams and to assist these teams by providing expert advice on industry codes and licences
  • To pro-actively develop constructive relationships with offshore transmission stakeholders
  • To pro-actively build knowledge of codes and licensing process across the organisation
  • To assist in the development of policy and advice to senior management
Key Outputs and Deliverables
  • Management of licence grant (and associated processes) to Offshore Transmission Owners
  • Provision of effective advice and support to offshore transmission policy teams throughout their decision making processes
  • To update offshore transmission policy teams on developments in governance and related issues to the extent that this is relevant to their policy decisions
  • To use problem solving and analytical skills to identify process/inconsistency risks
  • For the right candidate, there will be opportunities to be more directly involved in the development of offshore transmission policy
Key Stakeholder Relationships
  • Stakeholder relationships constitute an important part of this role.  Constructive working relationships need to be developed with policy teams across Ofgem to ensure that the licensing team is fully engaged in decision making processes and is able to advise on or constructively challenge decisions and process where necessary.
  • The role also requires liaison with industry participants on progressing licence applications and code modification proposals.
