ABA ROLI is a non-profit program that implements legal reform programs in roughly 60 countries around the world. ABA ROLI has nearly 700 professional staff working abroad and in its Washington, D.C. office. ABA ROLI’s host country partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations, including human rights groups.
Job Summary:
ABA ROLI seeks a Program Manager to support a Court Administration and Automation Program in its Philippines office. The Program Manager will provide assistance to local courts on implementation of “eCourts” case management software in most of the high volume courts in the Philippines. The Program Manager will be responsible for scaling up from a small number of existing eCourt pilot courts to over 300 court rooms in 13 metropolitan areas. The Program Manager will supervise one or more subordinates and liaise with IT experts as well as participate in the supervision of contractors implementing installation and training.
Responsibilities:
- Design and implementation of a needs assessment on the training needs of Philippines Court Administration and Automation;
- Oversee the implementation of the eCourt program;
- Maintain partnerships with high level government officials, judicial sector officials;
- Supervise one to three subordinates;
- Effectively liaise with in-house IT experts;
- Supervise contractors designing software improvement, and computer hardware and networking hardware vendors;
- Design and ensure delivery of appropriate training to court staff for successful automation and ensuring the sustainability of training capacity for automation, working with existing court training facility; and
- Ensure effective monitoring and evaluation of ABA ROLI’s program impact.
Qualifications:
- Bachelors Degree and advanced degree or equivalent experience in court administration and automation;
- 5-10 years of Court Administration and Automation experience;
- Prior work in developing or transitional country court systems preferred;
- Experience implementing judicial training programs, working on strategic planning for justice-sector institutions, and conducting needs assessments; and
- Fluency in written and spoken English is required.
