The Organisation
QGC is a leading Australian coal seam gas explorer and producer focused on supplying cleaner hydrocarbon energy to growing domestic and international markets.

We are establishing Queensland Curtis LNG, a world-first project to turn reserves of natural coal seam gas in the Surat and Bowen basins in Queensland into liquefied natural gas (LNG) – a carbon efficient fuel.

QGC, which is wholly owned by the British energy company BG Group, employs more than 4,300 staff and contractors. 
Position Summary
The Upstream Project will deliver gas and water handling facilities for QCLNG. To execute this scope the project is organised to obtain the necessary licences, permits and landowner agreements to enable construction to commence.

The Approvals Coordinator – South Asset Team is responsible for driving the Upstream Delivery Process for integrated planning and approval of infrastructure for the QCLNG Block Development program.
Key Accountabilities
Position SpecificOverall objective of the position is to drive delivery of integrated planning and approvals for a project area of responsibility as delegated by the designated Area Asset Manager (e.g. number of development blocks within a region or appraisal plan).
• Coordinate all the elements of the Upstream Delivery Process from PACR (Project Access and Clearance Request) to EAP (Execution Approval Package) for their allocated scope
• Advise Project and Asset delivery teams on appropriate field layout using knowledge of local constraints
• Arrange and chair multidiscipline workshops and reviews as necessary to agree concept and final layouts for infrastructure within their area of responsibility
• Ensure internal stakeholders are engaged and all constraints are adequately considered during infrastructure concept planning
• Review and approve deliverables produced during the conceptual block planning, survey, stakeholder clearance and approvals period for project infrastructure within their allocated scope
• Prepare formal requests for land access and stakeholder clearance of infrastructure within their allocated scope
• Coordinate with Site Approvals Coordinator to ensure pegging parties are prioritised and executed to schedule
• Coordinate multidiscipline responses from Brisbane staff to queries raised by the Site Approvals team during the survey process
• Review survey results and coordinate multidiscipline agreement of final infrastructure layout
• Direct Land Management on priorities within a block for entry agreements or final compensation agreements for infrastructure
• Compile and review documentation produced by internal stakeholder groups into a package of approvals to be passed to Drilling and Construction for execution
• Implement an agreed reporting system and format to the satisfaction of project stakeholders
• Manage interfaces with all stakeholders in the Upstream Delivery Process (e.g. Environment, Permitting and Licensing, Tenure, Social Performance, Land Management, Health and Safety, Indigenous Relations, Commercial, Engineering, Construction and Operations)
• Identify risks and eliminate or implement mitigation measures. Capitalise on potential opportunities in the development of blocks
• Support Development Services team to develop and continually improve processes and procedures

People Management• Contribute to peer assists and functional reviews according to the BG Way to add value and provide assurance
• The incumbent must adhere to the annual HR cycle and meet deadlines within the appropriate timeframes

Unique Knowledge, Skills, Experience and Attribute
Technical Experience• Substantial experience within gas infrastructure survey, design and construction
• Substantial experience & knowledge within QGC’s tenures


Experience
• Experience in gas & oil industry across regional Australia.
• Experience in permitting and approval process for infrastructure projects in Australia
• Experience in infrastructure and pipeline construction
• Experience of coordinating and leading multidiscipline teams
• Experience at managing by influence and networking
• Experience across the project life cycle
• Wide exposure of major project interfaces
• Able to lead the implementation of HSE improvements
 

Knowledge, Skills and Attributes
• Ability to manage, prioritise and report on large volume of work
• Knowledge of Land Access, Licensing, Indigenous Relations and other constraints impacting approvals process
• Knowledge of survey, construction and engineering process as it interfaces with approvals process
• Excellent communications skills, both written and oral
• Leadership attributes suitable for running a small team
• Excellent team player with a pro-active and flexible attitude, and able to work in a multi-cultural environment
• Able to establish project execution strategies and plans
• Strong presentation skills with the ability to explain information to a variety of different audiences
 

Special Features
• The incumbent will be required to travel domestically and internationally
• The incumbent will be required to spend time at site on a fly–in fly-out basis
• Knowledge of the QGC field operations is a benefit
