The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, Somalia, the Central African Republic, South Sudan and Chad.
The MENTOR Initiative team in Angola are undertaking four 5-year grants focused on building the national capacity for effective malaria control. The Country Director will manage a large team and be responsible for ensuring program success and administrative/financial accountability. In particular, the CD will be responsible for representation, fundraising and grant management, financial management, human resource management, technical program support, and logistics support. He/she will be entrusted with the critical task of ensuring the programme achieves its objectives in terms of all activities in accordance with the programme grant/award and The MENTOR Initiative guidance/guidelines.
The Country Director will work directly with the HQ Program and Grants managers. Representation • Develop and maintain a positive working relationship with partners, donors, host government and other humanitarian agencies, as well as staff. • Pursue responsible media coverage of events, issues and programs related to programme(s) in liaison with The MENTOR Initiative management team. • Actively pursue coordination and working relationships with other NGOs and international organizations.
Fundraising and Grant management • Liaise with current and future donors (as relevant), in consultation with HQ, to advance program ideas, solicit funding and share information on the status of programmes. • Ensure that relevant regional proposals are drafted in a timely and professional manner in a format consistent with The MENTOR Initiative and donor guidelines and are reviewed and approved by HQ prior to official submission by HQ (or locally if agreed by HQ).
Administration, Logistics and Finance • Oversee the management of grants including the appropriate expenditure of funds. • Responsible for the financial integrity of the programme by ensuring financial resources are cost effectively utilized to implement activities in accordance with budget available. • Work in close co-ordination with the National Administration and Logistics Coordinator to ensure: • Line manage the Administration and Finance Coordinator, ensuring that all administrative responsibilities are met and finances are in good order; • Provide oversight to all logistics, including fleet management, office management, warehousing, shipping, vehicles, etc. Human Resource Management • Overall line management of senior team members while ensuring their effective management of programme staff. • Oversee the recruitment of all local team members in accordance with national labour law. • Ensure adherence to The MENTOR Initiative contracts, guidelines and internal rules. • Ensure the effective implementation of staff performance reviews in a timely manner. • Manage and support international consultants to ensure that all team members co-ordinate, plan and implement all activities at scale to meet the programme objectives. • Coordinate weekly and ad hoq general team meetings as well as senior programme management team meetings to ensure that the team works harmoniously to meet the needs of the programme.
Technical Program Support • Supervise Program Coordinators to ensure/support close co-ordination and collaboration with Provincial Health Directorate (PHD) and to reinforce the organisation’s role as the key implementing partner for malaria control in the provinces as per MoU with the NMCP. • Work closely with the Program Coordinators to ensure collaboration with PHD and WHO National Programme Officer (NPO) in efforts to proactively scale up the monitored use of standardised protocols and best practice in malaria prevention and case management: • Work closely with MENTOR Program Coordinators, Deputy and Program Managers, and Provincial NMCP supervisors in both provinces to build capacity in best practice malaria control in the areas of malaria case diagnosis, treatment and prevention.
Job Requirements: • University degree (masters preferred) in Public Health, International Relations, Business Administration or other applicable field; • At least 5 years field experience in team/organizational management • Experience in managing teams in a development context • Experience in overseeing and managing budgets and administration systems • Proven capacity in donor reporting and liaison • Proven capacity to train others • Flexible and willing to learn • Excellent team worker and communications skills • Practical, hands on approach • Fluent in English and strong Portuguese (Spanish may be accepted in lieu) • Familiarity with NGO working environments and standard procedures. • Ability to work long hours • Honest, conscientious and reliable
