About the Organization:
The Microfinance Investment Support Facility for Afghanistan (MISFA) is the apex developmental finance promoting agency in Afghanistan. MISFA was set up in 2003 with a mission to provide financial services to rural and urban MSMEs through developmental finance institutions (DFIs). It currently works with six DFIs serving in 22 of Afghanistan'??s 34 provinces.
About the Job:
MISFA is looking for a Director - Finance. S/he will oversee the finance department and serve as the main liaison with MISFA partner institutions (MFIs, banks, and other financial institutions) on their financial relationship with MISFA including MFI financial review, disbursements, and business planning. S/he will support MISFA management in maintaining effective fiduciary oversight of MISFA investments. S/he will report to the managing director of MISFA.
Tasks and Responsibilities:
• Provide overall supervision and guidance to deputy manager finance and the finance department team;
• Ensure that finance department is able to effectively perform key duties related to:
- MFI financial review, disbursements, and business planning;
- MISFA budgeting and financial planning;
- General accounting and financial management of MISFA.
• Lead the design and implementation of internal controls for new processes/business activities and/or for those processing areas requiring a stronger control environment. Work to continuously improve the quality of internal controls to minimize all forms of operational, financial, and compliance risks;
• Review all financial data to ensure that they are properly recorded and disclosed in the financial statements and financial reports for month-end, quarterly and year-end reporting purposes. Forecast and budget;
• Ensure that loan portfolio and investment portfolio is properly managed;
• Ensure cash flows and liquidity is managed on a periodic basis;
• Update, as required, the MISFA chart of accounts and finance manual;
• Review bank account reconciliations of all MISFA bank accounts on a monthly basis;
• Responsible for managing the department’s personnel issues including hiring and training of new employees, disciplinary actions, developing goals and objectives for each employee in the department;
• Ensure the staff’s compliance with the policies and procedures;
• Communicate the strategic goals and objectives within the finance department and establish departmental level goals to support the overall plans.
Qualifications:
• Masters level educational qualification and professional accounting certification such as CA, ACCA;
• At least 5 years of executive level employment experience in development finance sector;
• Fluency in English, working knowledge of Dari/Pashto would be a plus;
• Exceptional integrity, communication, leadership, team building, and interpersonal skills;
• Strong financial skills pertaining to development finance sector;
• Good computing and analytical skills and up-to-date knowledge of developments in the development finance sector.
