Created in 1993, Groupe URD is an independent institute which specializes in the analysis of practices and the development of policy for the humanitarian and post-crisis sectors. Its role is to help organizations to improve the quality of their programmes through evaluations, research and training. In order to work close to field realities and to share lessons, Groupe URD has established several observatories of aid practices - currently in Haiti, and formerly in Chad and in Afghanistan. As an independent observer, we have a global and cross-sector vision which allows us to develop strategic analysis of emergency and post-emergency contexts. This specific quality means we are in a position to make proposals and develop innovative tools for the humanitarian sector. As an internationally recognized think tank, we provide strategic advice to operational and policy-oriented organizations (United Nations agencies, donors, Red Cross institutions, NGOs, etc.). Function: Groupe URD is seeking to identify a suitably qualified Key Expert to work on the European Union – Instrument for Stability (IfS) – Post-Conflict and Post-Disaster Needs Assessment (PCNA/PDNA). The expert will participate in the development of assessment capacity and tools through methodological, organizational and training support.
Profile:
Groupe URD is looking for an individual with the following qualifications, skills and experience:
· Advanced university degree (Masters degree) in Development, Humanitarian Aid, International Relations, or social sciences; · Excellent knowledge and understanding of disaster relief and recovery contexts, as well as of PCNA/PDNA concepts and principles; · Programme management and coordination skills; · Excellent interpersonal skills, team oriented work style; · Self-motivated, ability to work with minimum supervision; · Excellent written and oral communication skills in English (similar skills in French would be an asset); · Eye for detail/accuracy, resistance to stress. General professional experience: · Preferably 10 years – minimum 5 years – professional (including field) experience in development contexts; · Minimum 3 years experience in development and recovery programmes. · Specific professional experience · Proven experience from PCNA/PDNA missions is essential; · Familiarity with the United Nations and World Bank methodologies and tools used in the context of PCNA/PDNAs is an asset; · Knowledge of European Union project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects of similar size and/or contractual value would be an advantage.
Location: The operational base for the project will be in the European Union in a location to be defined (e.g.: Brussels or London), and allowing for very short notice deployment for regular meeting with the European Union in Brussels, and for missions in countries affected by natural disasters or conflict.
