Finance and Administration Manager SURE Program

Management Sciences for Health (MSH) is an international non-profit, public health organisation with headquarters in USA, whose purpose is to strengthen health programs worldwide. MSH Uganda is currently running a number of USAID and other donor funded projects including SURE (Securing Ugandans’ Right to Essential Medicines) STAR E in Eastern Uganda. SURE will ensure that the population of Uganda has access to adequate quantities of good quality essential medicines and health supplies (EMHS) by strengthening the national essential medicines and health commodities supply system. STAR E is a 5-year USAID-supported District-based HIV/TB Project focusing on the prevention, care, and treatment of HIV/TB in health facilities and communities, headquartered in Mbale but with activities in Budaka, Bududa, Bukwo, Busia, Butaleja, Kapchorwa, Pallisa, Bulambuli, Kween, Kibuku and Sironko districts.
MSH now invites applications from suitably qualified candidates for the positions of Finance and Administration Manager SURE Program.
Finance and Administration Manager -SURE Program: located in Kampala, Uganda Reports to: The Project Director/COP
Overall responsibilities:
  • The Finance and Administration Manager ensures that financial functions support the timely and effective implementation of the program’s technical scope of work. S/he ensures that resources are allocated and used in compliance with contractual requirements, applicable regulations, and appropriate standards and procedures.
  • Oversees the overall administration of the program and plays a key role in program implementation by the facilitation program activities. S/he is involved in the details and overall strategy of the Program and provides support by linking up program activities with the needed human, financial, and logistical resources. This includes working with MSH’s HQ support units managing operations, contracts, procurement, accounting, and any HR activities of the program.
  • Liaises with local partners and with MSH’s headquarters regarding any aspects of program implementation related to finance, procurement and program implementation.
  • The Finance and Administration Manager ensures that all budgets, expenses as well as program procurement activities are all carried out according to USAID and MSH standards and regulations. Lead program annual budget development process including managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets; ensure the consistency, inclusion and accuracy of costs where appropriate; and work with staff in developing budgets for technical activities as necessary. Revise overall and sub-budgets as needed throughout the work plan year.
  • Develop and maintain systems for program expenditure, monitoring and tracking that include financial and contractual data. Provides routine pipeline analyses to the Project Director/COP and USAID. Also, provide any ad hoc reports requested by USAID. In addition, perform routine financial analysis on program expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  • Implement standard procedures and forms that promote and/or ensure program compliance with the cooperative agreement terms and conditions, and that ensures program spending provides the best value. • Ensure that required reports are submitted in the format and by the deadline stated in the cooperative agreement. Communicate and coordinate with USAID to ensure receipt of all necessary financial and contractual information and approvals.

Requirement:

  • Master's Degree in Business Administration, Finance, Accounting or other relevant field,
  • Eight (8) years experience in administrative and financial management of large international projects including experience in management of USG projects with USAID experience preferred,
  • Familiarity with compliance to US Federal Acquisition Regulations,
  • Demonstrated experience and skills in developing and managing large budgets,
  • Proficient in relevant computer applications and databases with mastery of Excel spreadsheets is required.
  • QuickBooks or similar accounting software is preferred,
  • Strong analytical, oral and written communication skills combined with a customer service orientation,
  • Demonstrated excellent English language skills (both written and oral) with the ability to conduct business and facilitate compliance/administrative trainings on in English,
  • Excellent communication, interpersonal skills, and with demonstrated skills in local capacity development and leading diverse teams in foreign settings,
  • Ability and willingness to work within a teamwork environment and to travel within Uganda as required.
