OBJECTIVES
Overall objective
• To identify durable solutions to displacement issues in Baghdad and Basra Iraq
Specific objectives
• To assess the capacities and willingness of the government and local communities in finding durable solutions to protracted displacement as well as asses displaced individuals plans; options which may include assimilation into host communities and return to places of origin.
• Map out available services that are relevant to supporting durable solutions for displaced individuals and families.
BACKGROUND
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven project offices throughout Iraq, as well as programmes in Lebanon, Syria, Tunisia/Libya, oPt and a country/regional office in Amman, Jordan. The Danish Refugee Council (DRC) started working in Iraq in 2003 and is currently operating throughout much of the country, involving around 150 national staff and 10 international staff. The Iraq project has developed over the last years from a project focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Shelters, Education/WASH and Capacity Building.
DRC has framework agreements with the Danish and Swedish International Development Agencies (DANIDA and SIDA respectively) which are geared toward promoting and fostering an environment conducive to durable solutions for refugees and displaced populations through improved access to and protection of basis services and human rights.
DUTIES
• Arrange and carry out meetings with relevant government stakeholders; particularly the Ministry of Displacement and Migration, Social Affairs, Labour, Education.
• Assess plans policies and funding from the government to address protracted displacement in Iraq. Identify strategies that are in place for supporting such initiatives and how effective those strategies are. Also identify any bottleneck that may hamper the implementation of such initiatives.
• Assess community capacities and willingness to have IDPs assimilated into their local communities and culture.
• Assess displaced people’s willingness to be assimilated into local culture and communities through implementation of a survey similar to KAP model, using qualitative sampling and stakeholders interviews, focus groups, etc.
• Identify the likely problems that are associated with assimilation and what could be done to address such problems.
• Map out Civil Society Organisations that are dedicated to supporting displaced populations. Assess their capacities and identify what support they are able to provide to such population.
• Conduct a services mapping exercise; these should be public or private services that have the potential to support durable solutions for displaced individuals and families. These could include education, health, employment, legal aid and other basic social services.
• Recommend an appropriate framework that would support durable solution for displaced population in the Iraqi context.
EXPECTED OUTPUTS
• Thorough analysis of existing government policies and documents in support of IDPs and displacement and the effectiveness of such policies.
• Report that provide indicative information on community willingness and capacity to have IDPs and/or returnees assimilated into their local culture and communities as well as displaced people’s willingness to be assimilated into host communities. Such information needs to be sustained with a demonstrated acceptable methodology
• Provide report on civil societies and relevant services that support durable solutions for displaced population.
• Organise one feedback session on major findings with the Ministry of Displacement and Migration as well as other key stakeholders working on displacement issues; UNHCR, IOM, NRC, etc.
KEY DELIVERABLES
• Durable solution and service mapping report with appropriate recommendations
• Feedback session organized and implemented with key stakeholders
• Final report – The final report will contain a short executive summary and a main body of the report covering the background of the interventions, a description of the Assessment methods and limitations, findings, conclusions, lessons learned, clear recommendations. Recommendations should be specific and feasible. The report should also contain appropriate appendices, including a copy of the ToR, cited resources or bibliography, a list of those interviewed and any other relevant materials.
The final report will be submitted two weeks after receipt of the consolidated feedback from DRC. The report should be three (3) bound hard copies and soft copy in two (2) CDs.
QUALIFICATIONS
Essential Requirements
• Advanced university degree in any social science such as refugee studies, conflict and peace-building, or international relations.
• At least 7 years of work experience on refugees and displacement issues, especially finding durable solutions for displaced populations.
• Experience in overseas deployment in insecure and volatile environment.
• Have a proven track record of at least 2-3 years in similar assignments.
• Good proficiency, both spoken and written in English. Arabic language skills desirable.
• Proficiency in using computer applications, including software such as SPSS, STATA, or equivalent.
• Excellent facilitation skills.
Desirable
• Good interpersonal skills, team-oriented work style.
• Good written and oral communication skills.
• Self-motivated, ability to work with minimum supervision.

The consultant is expected to be deployed in Iraq and should be willing to travel inside Iraq, security permitting, under the DRC safety and security framework. It is expected that the assignment should be completed by end of 15. December 2012 at the latest. The consultant would be required to identify the necessary resources to undertake this consultancy together with a timeline and a costing based on the delivery date as mentioned above.

ABOUT DRC
The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than twenty five countries throughout the world.
