Project/Proposal Summary UNICEF Head Quarters is working with select Country Teams and the Women’s Refugee Commission to build an evidence base on community-based intervention packages to address gender-based violence (GBV) in conflict and disaster contexts. A firm is sought to conduct RCT-and multi-unit analysis research; strengthen monitoring and evaluation systems; and improve knowledge management at the global and country office levels to assess the effectiveness of community-based management of GBV. Work will be done in consultation with UNICEF Headquarters and select (2-3) Country Teams, national stakeholders and the WRC. The purposes of the assessment efforts are to identify promising community-based GBV prevention strategies, and to determine whether community-based care and management of sexual violence is effective and feasible in humanitarian and conflict contexts. These assessment efforts will take place in 2-3 UNICEF countries over the next 3 years.
Position Summary MSI is seeking a mid-level GBV Specialist with strong field research and evaluation skills for the position of Team Member for assessment of these community-based GBV services of humanitarian and conflict settings. Evaluations services will take place in 2-3 UNICEF Country programmes in 2013. The Specialist will work with a senior-level evaluator (Team Lead) and possibly one other Team Member; the team will be responsible for undertaking and developing all tools and methods required to effectively measure programme outcomes and for the bulk of data collection and analysis in a timely and high-quality manner respectful of the sensitive nature and settings of this work.
Responsibilities • Support Team Lead in design of the evaluation and research methodology in terms of GBV issues, outputs and “successful” programming • Conduct evaluation activities, including research and data collection design; data gathering; data quality assurance; findings interpretation under direction of Team Lead • Support data collection for baseline, midline and endline assessment of the UNICEF and WRC programs; stakeholder mapping and strategic communication approaches • Support data analysis and interpretation, and preparation of findings reports and recommendations
Qualifications • 5 years of expertise in research or in evaluation, including knowledge of RCT design and M&E systems; • Strong methodological and data collection skills in social sciences with strong emphasis on GBV • Demonstrated skill in conducting research, evaluations or assessment of GBV and/or social norms-related programs. • Advanced degree in social science, preferably with multi-disciplinary training; • Exposure working with the UN and NGOs in emergency contexts in DRC, Ivory Coast, Somalia, Republic of South Sudan, or similar settings; • Experience in conducting high quality, utilization focused evaluations and research in GBV or related areas • Strong skills in synthesizing, report writing and presentation skills in required; • Must be willing and able to work in a challenging environment affected by a conflict;
• Must be fluent in English, and proficiency in French is a plus;
