Household Economic Security Analyst Delegate


BACKGROUND:
The British Red Cross (BRC) helps people in crisis, whoever and wherever they are. We are part of a global voluntary network, responding to conflicts, natural disasters and individual emergencies. We enable vulnerable people in the UK and abroad to prepare for and withstand emergencies in their own communities. And when the crisis is over, we help them to recover and move on with their lives.
The International Disaster Management (DM) Department has overall responsibility for co-ordinating and providing quality BRC support to international disaster response. The operational strategy adopted is largely multilateral, i.e. supporting the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC) responses to disasters.
In line with the BRC Corporate Strategy 2010-2015, BRC has developed, and is looking to consolidate, an effective and timely operational disaster response capacity in order to strengthen the links between relief and recovery with a household economy perspective. The Household Economic Security (HES) Roster is a global Federation tool managed by BRC that was launched in 2009. The module aims to provide a deployable and flexible disaster response in the early stages of a disaster through the deployment of HES delegates who have the technical skills to assess and respond to food/economic security and livelihoods needs in relief and early recovery. Since its inception in 2009, HES delegates have been deployed in a range of emergency contexts including: flooding in Angola, Bangladesh and Philippines; Haiti Earthquake; Mongolian Dzud; Liberia and Syrian refugee influx; and food crises in the Horn, Sahel and Southern Africa. Deployments have largely involved conducting need assessments to inform response analysis and design, and supporting on the design of cash transfer responses
The HES Roster aims to augment and integrate with existing Federation disaster response tools, processes and capacity. HES delegates work within the Federation structure and operations in disaster response contexts in the early stages of a disaster, so helping to strengthen links between relief and early recovery responses. In this respect, HES is an important addition to the Federations growing early recovery response work. HES delegates with appropriate experience may also be considered for ICRC deployments.
HES delegates ultimately seek to ensure that the most vulnerable are able to cover their essential household economic needs during or after a disaster. For the HES Analyst delegate position this involves assessing emergency needs and the appropriateness of various response options including support for immediate food needs, income and employment generation, market access and services, and primary production (cash food, livelihoods support) to design effective responses at the relief and early recovery stages of a disaster. HES take a livelihoods and a Household Economy Approach to analysis and response design.
To be accepted as a HES delegate you must attend the following mandatory selection and training:
  1. BRC Selection day (one of the following dates): o 5th December 2012 o 17th January 2013 o 29th January 2013 o 12th February 2013 o 13th March 2013
  2. One day HES introduction training, two day HES Guideline training and three day learning event in May 2013 o 1 day HES introduction training (21st May 2013) o 2 day HES Assessment & Response Design Guidelines training (22nd -23rd May 2013) o 3 day HES learning workshop (24th – 26th May 2013)
Expectations for HES delegates when on the roster HES deployments are normally up to one month in duration but can vary in length. HES delegates are expected to be available on call for up to 1 month deployment each year (on 50% of deployment salary if no other employment during the on-call month). This additionally requires keeping the following month free to allow for the possibility for a 4 week deployment at the end of 1 month on call period.
