Deputy Director - HR & Admin


People’s Oriented Program Implementation (POPI), a progressive well reputed national status NGO, is working in development and welfare field since 1986. Its organizational vision is to envisage a prudent nation free from hunger and poverty where every citizen leads a life with dignity and equity. Its prime development mission is to work with the people and for the people irrespective of religion, caste, belief, ethnicity, age and sex who are in many forms of marginalization and exclusion by addressing root causes of their marginalization exclusion, inhuman situation and exploitation for ensuring security and dignified living.
Presently it has working relationship and development partnership with more than 20 diversified donor and MFI agencies of International, National, Regional and Government status and is implementing 45 projects and programs in 114 upazilas of 19 districts on Social Empowerment and Economic Empowerment aspect.
POPI is searching for a dynamic, conversant, skillful and well educated person with high level modern ICT skills and computer knowledge to fill in the following position.

Job Summary:
  • The incumbent will be the Head of HR & Administration Department. S/he will provide all support to make sure smooth running of POPI’s Administrative and HR management activities. This position is responsible for the General Administration, logistics and services – to maintain adequate controls to ensure compliance with POPI, and Donors requirements. Functions in close collaboration with all others staffs to ensure optimum utilization of available resources for achieving POPI’s objectives. The position is reportable to Executive Director.
Key responsibilities:
  • The incumbent is responsible to framing / designing policies & strategies, rules & procedures, assisting in overall HR operations in the organization’s HR & Compliance System and Maintain Human Resource Information System (HRIS).
  • Employee Resourcing workforce planning, managing and improving the recruitment & selection process and activities at all levels developing creative and innovative methods of increasing profile as an employer.
  • Ensure a timely and relevant induction provision supporting job skills development design and delivery of skills development training events assist with the design and delivery of the annual training event. personal development planning identifying potential to promote a culture of internal development
  • To ensure legal compliance in all matters in particular the management of disciplinary and grievance procedures and dismissals
  • Plan, Design, coordinate and execute the whole recruitment process, organize & facilitate training, workshop, orientation, compensation & benefit, promotion, employee motivation, leadership, monitors & implement policies related to central HR.
  • To do, execute and perform all sorts of responsibilities of the administration and human recourse (HR) department of this organization and it’s associate projects according to the policies and guidelines of the central management by monitoring and supervising all sorts of administrative and human recourses related activities in the most efficient, disciplined and productive ways.
  • This service shall also be focused to make all out efforts and endeavors for maximizing the efficiency, performance and productivity of the executive personnel’s working in different department, units and projects of the organization and also to guide and facilitate them for delivering the highest level of outcome for the organization.
Required Qualifications and Competencies:
  • MBA (HRM)/Master from any reputed university/institution.
  • PGDHRM will be get add preference
  • At least 5-7 years experience in managing HR & Administration independently.
  • Good Command in English.
  • Dynamic, motivate, energetic, pro-active
  • Leadership Quality with positive attitude & having ability to take decision independently.
  • Organizing & Managing ability with problem solving & analytical skills.
  • Sound Job Knowledge & Technical Skill
  • Modern System adaptability & Creativity.
  • Willingness to travel in the program area outside Dhaka
