Environmental Planner II


Location for this position is in Fargo, ND, Brainerd, MN, Rapid City, SD or Billings, MT.

The Environmental Planner II assists with projects by providing timely, accurate, and cost-efficient professional environmental planning services in the office and in the field for both KLJ internal practice areas and external clientele.

Essential Functions:

• Effectively deal with difficult situations and confrontation both internally and externally with contractors and clients.
• Exercise independent thinking, creativity, and initiative in the performance of these duties.
• Perform responsibilities with attention to detail and deadlines.
• Must project a professional, positive attitude and exercise confidentiality.
• Understand, interpret, participate in, and implement company-mandated safety policies.
• Travel is required; may work overtime, as needed, to complete the required task.

Responsibilities:

This involves the application of standard techniques, procedures, and criteria. Duties and who this individual reports to will fluctuate between projects, Practice Areas, and offices.

Specific Responsibilities:

• Environmental planning services include agency coordination, public involvement, impact assessment, document preparation, progress reports, legal compliance, client and project management, marketing, sales, and internal education.

Document preparation includes:

• Outline, write, direct, and review NEPA documents (CAT-EX, EA, EIS) for Type I, II, and III projects. Responsible for directing and reviewing the NEPA documents for Type I projects and outlining and writing NEPA documents for Type II and III projects.

• Provide services for projects to include, reports, maps, environmental impacts, project budgets, scope of work, permits, contracts, schedules, data collection, field investigation, and coordination of subconsultants and contractors.

• Field services specifically may include botanical inventories, wildlife inventories, migratory birds and raptors, and wetland delineation.
• The NEPA process requires an interdisciplinary approach; therefore, creating a strong team with project engineers, planners, and the other professional staff is essential for success of these projects. Must work both independently and with other planners and outside groups.
• Limited role growing to a more prominent role as environmental planner project manager on designated projects as individual becomes more experienced.
• May be a client manager and report progress to supervising environmental planner.
• This position has the potential to be, or to develop into, a leadership position with a supervisory role depending on experience. Individuals with more experience have the opportunity to supervise staff, coordinate business development, and handle project financials.
• Provide direction and review for and support to the group by leading design aspects of projects; instructing, training, and mentoring group members and support staff; and adhering to project budget and schedule.
• Confer with project team members and clients to prepare and participate in project proposals and interviews.
• Attend internal and external meetings.
• Client contact and communication. Utilize effective communication skills to answer inquiries from coworkers, clients, or the public.
• Public involvement may include speaking and meeting with stakeholders as well as producing reports, graphics, presentations, and other visual material.
• Provide all services in a legal and ethical manner.
• Provide services with accuracy, on time and under budget.
• Provide quality control on all project work.

Qualifications:

A Bachelors or Masters degree in planning, environmental studies, natural resources, or a related field from an accredited four-year college or university is required and 5-10 years of experience. Previous experience with a consulting firm in project management, policy and regulatory planning, and NEPA expertise is preferred. The individual must interact with people at all levels and communicate effectively. Strong computer skills, detail-oriented, self-starter, leadership, organizational, and interpersonal skills are essential. A valid drivers license if required.

Hours and Travel:

This position requires the individual work 40 hours per week with 90% of the time spent in the office and 10% in the field.
