FIELD SUPPLY ADVISOR (BACK OFFICE) - SUPPLY UNIT , Switzerland


Context and Mission
The Operational Centre Geneva (OCG), with an annual average growth of more than 10 % for the last and a supply budget of 50 MCH in 2012 (40 % of the operational budget), foresees continuing growth in the coming five years. To scale up to meet these operational, human resource and financial challenges, the OCG has set up a Supply Unit, with a view to optimise the management flows (goods, information and financial) and supply processes (internal and external). The final aim is to ensure a sustainable and efficient MSF Supply Chain to meet the OCG strategy.
The post holder will be responsible for the second line support to the key field and HQ supply actors (Front Office, Flying Supply and Log Cell Referents). S/he will guarantee the definition and the continuous improvement of the policies, processes, lead times, quality standards and the performance objectives under the direction of the Head of the Supply Unit. S/he will be responsible for support and training to meet the development needs of the field supply chain teams. S/he will be the privileged technical interlocutor of the Field Supply Referent and work in association with the operations, logistics, medical, finance, human resources and the information and technology departments. Scope of Responsibilities and activities
 Expertise  Redefinition, formalization and standardization of the supply chain policies  Analyse and simplify current internal macro and micro processes; standard operating procedures with a view to be adapted to field operations.  Set up standard reporting formats for project, mission, field visit and hq purposes and improve existing monthly and quarterly reports  Propose a new OCG supply guideline and standardize the mission supply ones including supply country ID card.  Rationalize existing tools and related user manuals
 Technical Support  Support the Flying Supply Referents and/or Managers within the implementation of the OCG supply references  Strategy set-up and evaluation  Guideline and report compilation and analysis  Tools data base analysis and debugging  Design the content of a National and International Supply HR strategy  Briefing/debriefing (hq and field)  Supply modules of various MSF trainings  Ad-hoc trainings (supply tools week, supply week, supply chain management, stock management, customs, etc…)  Management package (ToT, TMT 1 & 2, etc…)
 HQ Procurement Policy  Lead and implement the HQPP project dedicated to the optimisation and the standardisation of the procurement processes.  Centralize purchase processes (Field & HQ) with a view to cost rationalisation  Manage the HQ procurement referent and guarantee a permanent back-up system
 Act as the OCG procurement focal point towards its European Supply Centre (MSF Logistique).
 International Supply R&D  Represent OCG within the current and future int’l supply tudies and working groups  Portal  LogX  Unifield  Supply Guideline  Medical Products Transport and Storage  ……  Develop relationships and potential partnerships with ther humanitarian organizations and private sector for specific support
Candidate Profile

Conditions
Post to be filled for the 01/03/13 Contract duration - indefinite Based in Geneva with travel to the field and in Europe
