Evaluation Specialist , Fairfax Virginia


Summary of Project
The primary goals of the project are:
 to evaluate whether U.S. government programs aimed at counterterrorism and countering violent extremism are having their desired impact(s)
 to develop replicable metrics and measures of effectiveness that can be used more broadly to measure the effectiveness of CVE and CT programs
Summary of Job
Specific Responsibilities:
 Provide home office based support in conducting elaborate literature reviews to prepare short reports and inventories, assist team leader in designing evaluation plans, questionnaires and conduct virtual meetings and interviews with stake holders and analyzing and reporting on the findingsProvide home office support to team leader and program manager in locating and selecting consultants and subcontractors for implementing evaluations, write scopes of work for various evaluations and personnel, review technical deliverables from consultants
 Provide field based technical assistance in implementing evaluations by integrating PMP data into evaluation designs and/or establishing M&E systems; designing evaluations, including sampling frames and data collection methods; providing evaluation data collection and other metthods training to local survey firms; supervising local survey firms hired for data collection; supervising data entry; analyzing data and writing sections of reports
 Assist team leader in preparing project related reports and updates to the client
 Provide project management support as needed
 Represent dTS at partner and client meetings, and other public events
Required Qualifications for the Position:
 Masters in Evaluation, Social Sciences, Political science, International Relations, International Development or related field;
 Minimum of 8 years of professional experience (preferably with about a year working in fragile countries)
 Minimum of 5 years of relevant M&E experience, preferably in counter terrorism, conducting e-surveys, designing and managing field based surveys, analyzing data and preparing high quality evaluation reports
 Experience working on USAID, US Department of State, or other donor M&E projects
 Strong analytical, writing and editing skills. Candidate must provide copies of reports primarily produced by the candidate
 Strong quantitative and qualitative evaluation skills
 Willing to travel overseas 2-3 times per year
 Experience with Microsoft Office Suite (Excel, Word, Access and Powerpoint), Data Spreadsheets and statistical packages like STATA or SPSS.
Desirable Qualifications for the Position:
 PhD in Evaluation, Political science, International Relations, Social Sciences or related field  Work and/or living experience in fragile countries in South or South East Asia or Central/Eastern Europe
 Knowledge of counter terrorism relevant indicators for performance management and evaluations
 Experience with packages and tools for qualitative analysis
 Experience in designing and leading evaluations across multiple sectors.
Experience in designing, conducting and analyzing e-surveys and through crowd sourcing
