The Organisation
QGC is a leading Australian coal seam gas explorer and producer focused on supplying cleaner hydrocarbon energy to growing domestic and international markets.

We are establishing Queensland Curtis LNG, a world-first project to turn reserves of natural coal seam gas in the Surat and Bowen basins in Queensland into liquefied natural gas (LNG) – a carbon efficient fuel.

QGC, which is wholly owned by the British energy company BG Group, employs more than 4,300 staff and contractors. 
Position Summary
The job holder is to provide support to the Tenures Team in the management of QGC’s petroleum tenures and compliance issues under the Petroleum & Gas (Production and Safety) Act (PGA) including with respect to the interaction of QGC’s petroleum tenures and coal tenures issued under the Mineral Resources Act (MRA).

The Tenures Advisor will work closely with a number of internal parties such as QGC Legal, Upstream Operations, Upstream Projects, Upstream Environment, Exploration and Commercial, as well as, external parties such as consultants, tenure holders, JV partners and Government authorities such as Dept. of Natural Resources and Mines (DNRM).
Key Accountabilities
Position Specific• Monitor and manage QGC’s tenures including work programs, various operational approvals, pending applications and all other relevant information
• Provide regular reports on QGC’s obligations, associated with each tenure to meet the agreed terms of the tenure i.e. work programs complete, exploration performed etc
• Produce and assist in the production of tenure applications (ATP, PL, PPL, PFL, PSL,DAA, PCA, etc.), as directed by the Manager Tenure, to be lodged with Government (DNRM) ensuring all components of the application are in line with the requirements of the PGA and that other areas such as Upstream Environment are kept informed to complete their related requirements such as applications for Environmental Authorities
• Develop reports as directed by the Manager Tenure for submission to relevant industry bodies, Joint Venture Partners and internal Stakeholders
• Complete all administration for existing petroleum tenures to ensure compliance with QGC policy and applicable legislation
• Assist in the preparation of, and co-ordinate internal and external activities related to the application for, new petroleum tenures
• Assist in legislative compliance activities with holders of overlapping MRA tenures such as coal exploration and mining parties
• Prepare and provide input to Authority to Prospect and Petroleum Lease initial and later work programmes to ensure compliance with the Act.
• Ensure that the tenure management system (Quorum Land Suite - QLS) is kept updated with tenure information and produce QLS reports as required and review obligations on a regular basis.

People Management• The incumbent must abide by company policy in relation to HR policies and procedures such as annual HR cycle and meet deadlines within the appropriate timeframes

Unique Knowledge, Skills, Experience and Attribute
Technical Experience• Experience in tenure management or activities involving tenure management, especially in Queensland
• Knowledge of the Petroleum & Gas Act

Experience• Experience in tenures management in Government or a resources company, preferably in Queensland
• Experience in a commercial environment
• Basic knowledge of geoscience and petroleum of a technical nature
• Qualification in a relevant discipline – legal, commercial or technical
Knowledge, Languages, Skills and Attributes• Knowledge of the political and policy environment with specific respect to the coal seam gas industry and petroleum industry generally
• Knowledge of Petroleum & Gas Act
• Knowledge of public sector processes and approval timeframes
• Knowledge of requirements with regards to tenure management and approvals
• Strong interpersonal and communication skills, both written and verbal
• Ability to work with ambiguity and prioritise tasks
• Ability to work within a team
 
Special Features
• The incumbent may be required to attend Joint Venture, Industry or Government meetings and workshops on Tenure matters
• The incumbent may be required to travel domestically from time to time as directed by the Manager Tenure
