Chief of Party

Chemonics seeks a chief of party for USAID's ongoing, four-year Enhance Climate Resiliency and Water Security in the Maldives (Maldives GCC) project. This project helps the island communities of the Maldives build resilience to global climate change by assisting the government of the Maldives, island councils, national utility, private sector, and residents of two northern islands with water supply, sewerage, and solid waste services, and associated infrastructure. The project focuses on reducing climate-related risks in the development, use, and conservation of water resources. Maldives GCC is developing the knowledge and skills that island residents need to become stewards of their environment and to make rational, informed decisions on key climate change adaptation issues. The duration of this assignment is from November 1, 2012, to September 30, 2015. Responsibilities include:
  • Provide overall project leadership, management, and technical direction
  • Serve as the key liaison with USAID, government counterparts, and local partners; establish and cultivate strong relationships with local partners
  • Manage and supervise the work of project personnel, consultants, and subcontractors in technical implementation, finance, administration, training, and donor relations
  • Design and lead technical activities and deliverables
  • Ensure project assistance is appropriate and technically sound
  • Lead implementation of the project's long-term, strategic vision
  • Oversee project work planning, performance management, and strategic communications

Qualifications:
  • Bachelor's degree in engineering required; master's degree preferred
  • Professional engineer with construction management experience and expertise in water or sanitation
  • Minimum 10 years of senior-level management and technical experience designing, implementing, and managing donor-funded projects
  • Experience with USAID and in South Asia region preferred
  • Experience interacting with government agencies, host-county governments and counterparts, and international donor agencies
  • Experience managing and supervising staff
  • Experience in monitoring and evaluation, and knowledge sharing preferred
  • Demonstrated leadership, versatility, and integrity
  • Excellent written and oral communication skills essential
  • English proficiency required
