Scope of Work WFP is seeking a Consultant Institution to conduct an external evaluation of the United Nations Joint Programme “Protecting and Promoting Food Security and Nutrition among families and children in Bangladesh. The Joint Programme is an initiative led by the World Food Programme, UNICEF and FAO. The Evaluation is to be undertaken in line with UNDG evaluation standards..
The Evaluation is scheduled to take place beginning in December 2012, with submission of final report by April 2012 with approximately 16 weeks of work. There will be specific periods between deliverables where the Joint Programme will review and provide feedback to the consultant institution as indicated in the anticipated time frame.
The detailed ToR is attached. Submission of Expressions of Interest (EOI) Expressions of Interest (EOI) should be sent to WFP Bangladesh Procurement Unit, e-mail: no later than 10 October 2012.

Responses to EOI will be reviewed by the Joint Programme on the criterion of suitability in terms experience, technical expertise and reach/coverage of each company (including knowledge of Bangladeshi Context.
Request for Proposal (RFP) will be sent to qualifying companies only. This Request for EOIs does not constitute a solicitation. At this stage we do not require bids, or technical/financial proposals. WFP will invite only qualifying institutions to submit a complete technical and financial proposal. WFP reserves the right to change or cancel the requirement at any time during the EOI and/or solicitation process. WFP also reserves the require compliance with additional conditions as and when issuing the final tender document.

ADDITIONAL INFORMATION (DO NOT EXCEED FOUR PAGES) The EOI should be no more than four pages long. The EOI should highlight the previous experience of your company/institution in conducting similar assignments, the experience key personnel in your company/institution in managing similar assignments, and reach/coverage of the company / institution. Existing partnerships that will assist in the evaluation should be highlighted. The EoI should clearly state the team leader and members in the EOI. The Evaluation team must include expertise on evaluation, food security and nutrition, and UN joint programming
