Responsibilities include:
- Provide technical direction and leadership for the program
- Manage and oversee project activities and operations
- Serve as the program's key liaison with USAID, Philippine government counterparts, and program partner institutions at the regional and national levels
Qualifications:
- Advanced degree in economics, public policy, public finance, business, or a related field required
- Minimum 10 years of professional experience; minimum seven years of experience in the administration of development assistance activities
- Subject matter expertise in tax administration and reform, tax legislation, fiscal policy, and public expenditure management in the Philippines
- Exceptional managerial and operational program experience, working in complex environments involving the support and coordination of multiple organizations
- Superior interpersonal and diplomatic skills, with ability to develop collaborative and responsive partnerships with counterparts
- Demonstrated leadership, versatility, and integrity
- Success in engaging with the Philippine government and its counterparts including the Department of Finance and the Bureau of Internal Revenue
- Experience working with donor-funded projects required; experience working on USAID-funded projects strongly preferred
- Strong written and oral communications skills
- Fluency in English and Tagalog required
