Qualifications:
- Bachelor's degree in economics, public policy, public finance, or a relevant technical field; advanced degree preferred
- Minimum five years of relevant technical experience for junior-level positions; minimum eight years for senior-level positions
- Ability to oversee multiple project components simultaneously and to manage multifunctional teams, international and local personnel, and partners
- Success in engaging with the Philippine government and its counterparts including the Department of Finance and the Bureau of Internal Revenue
- Experience working with donor-funded projects required; experience working on USAID-funded projects strongly preferred
- Ability to integrate effectively with other projects funded by the U.S. government or other donor organizations in the Philippines
- Experience on a tax administration or similar project
- Superior interpersonal and diplomatic skills, with ability to develop collaborative and responsive partnerships with counterparts
- Demonstrated leadership, versatility, and integrity
- Proven success in managing technical and operational teams
- Proficiency in English and Tagalog required
