Technical specialists Philippines

Chemonics seeks technical specialists for the anticipated USAID-funded Facilitating Public Investment Program in the Philippines. The program aims to promote a more robust level of private investment to generate stronger, more broad-based and inclusive economic growth.  It will address tax inefficiencies and work with the Philippine government to improve fiscal policy and strengthen transparency and accountability measures in public expenditure management. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Specialists in the following fields are encouraged to apply:

  • Tax legislation and regulatory reform
  • Tax and fiscal reform
  • Public sector treasury operations
  • Local government unit management
  • Public engagement and communications       
  • Collection enforcement
  • Customs
  • Tax payer services
  • Public sector accounting

Qualifications: 

  • Bachelor's degree in economics, public policy, public finance, or a relevant technical field; advanced degree preferred
  • Minimum five years of relevant technical experience for junior-level positions; minimum eight years for senior-level positions
  • Ability to oversee multiple project components simultaneously and to manage multifunctional teams, international and local personnel, and partners
  • Success in engaging with the Philippine government and its counterparts including the Department of Finance and the Bureau of Internal Revenue
  • Experience working with donor-funded projects required; experience working on USAID-funded projects strongly preferred 
  • Ability to integrate effectively with other projects funded by the U.S. government or other donor organizations in the Philippines
  • Experience on a tax administration or similar project
  • Superior interpersonal and diplomatic skills, with ability to develop collaborative and responsive partnerships with counterparts 
  • Demonstrated leadership, versatility, and integrity ​
  • Proven success in managing technical and operational teams 
  • Proficiency in English and Tagalog required
